We are requesting that you end dealings of H-Fuel with Rheinland corporations, we understand that may seem a little extreme at this time, but we need an edge in our discussions with Rheinland over moving H-Fuel ourselves, and we assure you that we will make it worth your while in the long run.
We will be opening talks with Kusari to move H-Fuel through to liberty space for the moment, so we can fill some of the void left by you ceasing deals with Rheinland. Once we feel Rheinland has begun to feel the effects of their H-Fuel supplies being cut off we will begin negotiations with them to move it into Rheinland.
I have also been authorized to lower the interest on the Okinawa deal to 4 if you are willing to agree to our terms.

Your request for the GMG to cease business with RepEx has been denied. The GMG cannot terminate its legally-binding distribution agreement, especially with a corporation that supplies stations both in Rheinland and Bretonia. Furthermore, we cannot predict how the Rheinland government would react to the GMG's betrayal. Certainly the Sigma Trade Pact would be in jeopardy, and without the ability to trade with Rheinland, the GMG would be effectively isolated.
Kishiro formerly distributed GMG's fuels to Liberty and Kusari, but now they are unable to fulfill their contract due to the recent changes to the legal codex. It is unlikely the Kusari government will modify the legal codex to allow Interspace to transport GMG fuels through its territory instead of Kishiro. It may be effective for GMG transports to sell its fuel to Furyoku station where it could be transferred to IC-branded canisters. Interspace could make quite a profit selling HFuel to Okinawa traders without infringing on the embargo on GMG stations or the distribution agreement. However, the Kusari legal codex still prohibits the transportation of HFuel through Kusari (except for Kusari corporations). These regulations are why it is so important that the GMG establishes a jumpgate connection between Okinawa and Sigma-19, and maintains neutrality with Rheinland.
Meanwhile, you can continue to effortlessly gather your five percent profits off of GMG's HFuel exports, which will greatly exceed any investments you have made in the system... so long as the GMG is able to maintain control over its assets. Needless to say, it would be beneficial if our mutual investments do not fall into Kusari's hands, as neither of us have anything to gain from such an arrangement.

This transmission and its reply were forwarded to my office. Apart from a general endorsement of the position of Guild Master Nozaki, I must state that at no time have we ceased ANY deals with Rhineland. All current trade contracts with Rhineland are still in effect in GMG-controlled space.
As with previous embargos imposed by the Kusari government, Interspace Commerce has not been a priority of the Kusari Government. In this instance however, the crisis is indeed an opportunity.
Our conflict with Kusari has given Interspace all the edge it needs for dealing with Rhineland. The Okinawa blockade is an economic sanction against Rhineland as well - as their ships cannot enter Okinawa nor haul our fuel through Kusari space.
It is but a simple thing to offer Rhineland Plutonium, sourced out of Furyoku - let alone our other exports.
They do not need to be 'threatened' with fuel starvation. Such threats merely lead to rumour-mongering about wondorous new reserves and miraculous new fuel sources. None of these amount to long-term solutions, but it allows for politicians to distract and appease the masses.
Rhineland at least acknowledges the plight it and the GMG faces. Interspace needs to understand the strategic role the GMG plays in fuel security in Sirius, and how that must be used wisely.
Also, it might pay to garner Rhineland's opinion on Interspace incorporating itself outside of Liberty - in our space. I expect that will appease many Rhineland politicians in this war economy. Should Interspace show it is willing to work in harmony with the Guild - under our jurisdiction - then the Guild could help Interspace to regain market access in Rhineland.
