Quite some time ago, I received quite explicit evidence of the IND being obviously in good enough terms with the Maltese to purchase cardamine and shamelessly transport it throgh the Taus.

Konnichiwa, gentlemen. Maybe you have heard of our Agency, maybe you didn't, but that is not entirely important at the moment. What you need to know is that we are on the same side, since we have been working in the Taus for a while now.
We were assigned by a third party to deliver you a certain information, and to ask of you to forward it to the Corsair Elders.
You are the first to receive it, since you might be interested in it as well. You will understand when you throw your eyes on it.
Shinobi Agency is merely a deliverer in this, and our name is not important in the further transaction of this evidence, so we ask of you to keep it a secret, if possible.
And I am sending it only now and only to you instead of the whole pantheon of elders because my intelligence tells me, that an unusually fortunate constellation of absences occured - both the IND's director Jethro as well as elder Shepardi seem to be taking brief repite from this world's affairs. Both advocates of the IND for one reason or another. Call it cheap if you like, but we're not as rich as the IND to afford any better. I don't expect any decisions to be reached any time soon. Neither will I pressure for any particular course of action. Nevertheless, I do think the IND deserves some sort of punishment for what appears to be blatant double-dealing.
