Here's the trouble - setting one of the chars for a bit special purpose i picked a Pirate ID - but a bit later i realized that for my goals Vigilante ID fits better - once i re-read it.
I made my way to Ames, bought it.. and hostile rep with police/navy still here!

Dont want to make new char - this one was kinda expensive.
Any suggestions?

Yeah this restrictions are totally ok.

BTW - what is considered as "Neutral bases" - any white one?

Problem is ill have to bribe totally eight factions, and i dont know where to do so.

Neutral bases are part of a 'faction' called Neutral faction.
If you target such a base it will say i.e.:

Neutral Base
New Haven Station

I think the bases in Connecticut are the only neutral bases in freelancer discovery.
