Zoners are a great many things, however, they are not peaceful. The pen is mightier than the sword, and so is the tongue. You don't have to blow things up to be aggressive.
You miss understand what peace and freedom are. You also are only looking at things from one point of view. Step back and look at it from another point of view. Here, we'll start with the Corsairs first since you used that specific example.
You are looking at Zoners feeding the Corsairs as Zoners furthering their ability to kill, pirate, etc etc etc. You see this as bad. This is one point of view. Neither right nor wrong.
My character sees it like this:
He is feeding a starving people. Its humanitarian aid. This act also has benefits. It makes the Corsairs less likely to pirate him. He also doesn't necessarily see Corsair piracy as a bad thing. What would you do if the only way you could feed your family was to rob another? Would you let your 2 year old starve? Or would you rob a store to feed him or her?
See the difference when you look at an action from another point of view?

Most Zoners strive to avoid war or violence, only resorting to violence as a last resort. This seems to indicate they are a peaceful people.
Let us also look at your example of supplying terrorist and pirate factions supplies and shelter.
You see their aid to the Xenos as a bad thing. They are helping terrorist further their agenda. Again, this is but one point of view. Some Zoners probably share that view, especially ones that have lost family to a Xeno attack.
However, another view is that the Liberty Government is extremely corrupt and commits far worse acts that the Xenos do. Thus, some Zoners may see aiding the Xenos as a way of aiding Liberty's citizens against a corrupt government.
You also don't grasp basic lore. Ames is the only Zoner station that has any lore stating that it actively aids the Xeno movement. Ames is one station. One. That is indeed a minority. You've also created lore to support your argument. The Zoners didn't develop the Border Worlds line in conjunction with the Outcasts. I'm not sure if there is any lore stating who developed that line of ships.
