To whom it may concern,

We would like to report a number of attacks on ALG, ICMG, IMG| and Interspace shipping around the Kyushu region.

A pilot flying Hogosha colours is staging attacks on passing shipping by exploiting his standing with the Kusari Naval Forces. He claims he is a government official collecting tax for the emperor, yet refuses to provide any identification, and makes gratuitous threats of violence.

After his attempted extortion of 18million credits from a number of ships in the area (including ALG whom as I understand it have special licensing within Kusari), and his repeated cruise disruption, tradelane disruption and ramming of authorised civilian shipping, we were forced to open fire to cover their escape. At which point the said vessel moved to within extremely close proximity with a Kusari Naval Battleship outside Kyushu in a manoeuvre called "hugging", before docking on the planet.

Quite frankly, I am somewhat confuse how he avoided being shot at for his flagrant disregard for Kusari law. Perhaps a reputation adjustment on his personal record would be suitable?

Please find enclosed evidence of his attacks on shipping directly outside planet Kyushu.
I leave this matter within the competent hands of the Emperor's chosen.

We received your report and will take all needed measures.
We will not tolerate such behavior from our citizens and all of them will face justice.

But it seems that you forgot that your combat ships is still not welcome in our space and won't be until you pay your fine.
You demand justice from us, but trying to avoid it if it concerns you.
You are playing with fire.

Keep this in mind when you will be entering our space next time, because you may face not 18mil taxation from baka hogosha,
but 70mil fine from official authorities.

Unfortunatelly he tried to escape to baffin and final blows were done in proximity of 1k from JH.
Therefore we couldn't find any escape pods and not sure of his fate.
If zoners will help him, we may encounter him in kusari again soon enough.

Our Empire won't tolerate any criminal activity within its borders!

Chujo-kun,

The only demands I see being made are those made by the Kusari Naval Forces upon a small group of peaceful miners. ICMG has made no "demands" of Kusari and was contacting KNF on behalf of IMG|, ALG, Interspace and the Kusari people who depend on the income generated by passing shipping.

A number of distress signals were sent by them to all KSP and KNF with no response. If it were not for our own actions, further ALG, IMG| and Interspace civilian shipping would have been lost. As well as the men and women aboard those ships.

As always, "innocent civilians have a right to protection", even under Kusari law. I'd sooner tread on Kusari's toes than let a common thug bereave their families.

However, in light of some visible response in this matter, ICMG is now willing to pay the reparations due to Kusari for that whole misunderstanding.

We are not State Capitalists as many (confusingly) seem to believe: we have no communal funds whatsoever out of societal principal. Therefore payment may take up to 4 days.

In the meantime, if you would kindly provide that image in its unaltered form either here or to my private inbox. I will arrange for donations to be made to a communal pot. Upon receipt of said image (for record-keeping purposes) the said funds will then be transferred immediately to the Emperor's Navy.

This poses some inconvenience on the grounds that the said evidence is highly edited and appears to be several images superimposed.

Payment may be delayed by more than a few days. It's hard to persuade the down-trodden to part with what little they have when they feel they are being manipulated.
