Thats like everywhere. Same in O 11. You can take missions against BHG with 150K and get 3 dessy shooting your Odin, or you can find mission for 500K and shoot sair snubs.
Hmm, I dont realy know, but its possible to make missions against home navy/military with capitals? For say cruisers.
Wait till update 4. I've sorted missions in Mu and Zeta for Order folks desperate to pew stuff:)
