Konnichiwa Dragons,

Ealier today myself and Hitomi-san were expected a vessel under the [CSA] tag. We awaited the vessel by the Kyushu gate to New Tokyo. Our intention to escorts the vessel through the system, to protect it from common thugs and pirates. As we waited we noticed several Blood Dragons ships group around our position, considering our Alliance I had hoped they would pose no trouble and so did not move to intervene.

The CSA vessel jumped through and made for the trade lane. As it did so I mentioned to all the dragon vessels around that under a supply agreement we were escorting this vessel through the system as a sign of good faith. Now our intention was to protect the transports for pirates and common thugs through Kyushu, a catageory we had never considered the Dragons to be remotely related to.

To our surprise however one of your 'Damiyos', Daiko Kuten, halted the transport and demanded four million credits. I attempted to explain the situation and how our relationship with the [CSA] was one of vital to our survival. He appeared to care little and simply demanded little more than his blood money.

This was both an insult to my own honour and that of the Assembly's, considering our 'Alliance' - for what it appears to be worth - we were unable to engage your fighters, although your Damiyo appeared to have little fear about doing so reversed. So we were forced to pay what little resources the Assembly currently has towards your Damiyo.

This event has us very stunned, we had always considered the Dragons to be one of our closest allies however it is clear that such values should be reassessed, not only our loss in resources but also the insult to our honour.

This supply agreement which we have with the CSA one of the few life lines the Assembly has and by attacking it is something we would have hope not to happen from those we once trusted.

So that you are aware of our Agreement I shall open the channels to which the agreements have been made, since clearly trust is not a commodity we can expect.

[font=Century Gothic]After checking the clauses listed in your transmission to the CFO of the CSA, I could not spot any Helium-3 (the cargo being hauled by said transport) listed in your required supplies (and thus, not obliged to escort them), so I fail to understand how this encounter could harm both of our interests.

However, if you feel like you can run diplomacies on your own, then I see no point on keep offering shelter for your people at Ryuku and Sendai.

Honourable Dragons,
I have been instructed by Hibiki Kamida, our leader, to relay the following message:
You must forgive my sons eagerness, he is under a lot of stress lately now that more and more allies of Samura are pointing their attention towards us.
Now, let me begin by stating that your judgement was correct. The CSA was obviously not carrying supplies for us. Kaito made an error of judgement and therefore please accept our most humble apologies in this matter. Under our agreement CSA vessels should not have been provided with an escort from the Assembly such an event should only occur when they are carrying supplies for us. Although we must stress it was a token of good will towards the CSA for their assistance in the past.

The Assembly however would like to count on your discretion when you halt these vessels. Some of them are carrying supplies for an ally of ours, an ally with the capacity of turning our chances in Kusari around. I will not address this topic any further, since we can assume that there is always someone watching us and I may have already said too much. If you wish to learn more as to why, you are free to contact us via a private, more secure communications.

On a final note allow me to express the Assembly'€™s concern regarding your comment on diplomatic issues. Firstly, it is not our intention to interfere with Blood Dragon affairs. Since our goals are almost alike it would be foolish to run in each other'€™s way. Especially now that things are bound to move again in Kusari. Secondly, we will involve the Blood Dragons more on our current affairs and dealings that we have so that we can prevent these discussions in the first place.

[font=Century Gothic]Now with all the proper information released, the Rising Sons will not intercept any CSA vessel carrying supplies to whatever depot the Assembly has marked. As for any future encounters similar to yesterday's, it will be decision of our warriors whether they spare a CSA transport hauling goods out of Kusari or demand their support, be it credits or cargo.

Still, I would recommend you to avoid wasting fuel and time on "tokens of good will" for these foreign shippers, and instead show them that their task of supplying the Assembly is a duty rather than a favor. After this, I believe there is nothing else to discuss. Sayonara.
