Blur effect!

Blur is completely different. Blur is best known as Motion Blur, but basic blurring is better explained as Defocus Aberration or Bukeh.

Bloom is different.

Wikipedia is your friend. Don't use words you don't know. It confuses everybody you talk with if you do it wrong. And you will do it wrong.
