I rarelly go out for pvp purposes. The few times I get into a fight it's cause someone made me shoot or I ran into a Bret lawful looking for a fight (Which... kinda... narrows the search... a lot.).
For the original question, role playing goes a long way, and it will get you more respect as a player than if you kill everyone. Plus, sometimes going straight in for a kill might be the difference between being a blue message and making an unexpected friend.

This is entirely up to you.
You can just go "Enemy spotted, burn him" or whatever.
OR
You can decide to roleplay things out more than that and see what happens, it's all up to you, and either way is acceptable.

Topic: saying engaging enemy is not enough to start a fight. you can demand somehing, order enemy to leave system or just make few RP insults about his faction or goals. if that Cruiser killed you just with 2 words before he must have sanction. but Im sure you not SS it

My characters tend to be the type that talks before an engagement. However, one of them is a complete coward and would rather run than attack. But he still talks while running.
I usually leave ample time for the enemy to know I'm about to pew him, I don't suddenly attack. I find it common (ooRP) courtesy to do so.

The answer to this question is NO.
Some sort of RP, beyond your example, which would be the bare minimum in my opinion, is required before you attack.
I often see various 'enemies' (red targets) pop up on my radar and basically ignore them if they aren't doing anything wrong, which is a good thing, because a few of them have been IMG, definitely not an enemy as such to the group my ship is with (Liberty Navy) or not that I know of.
There are too many people who play 'Sanction Lancer' rather than just getting on with the game.
