RNC-Anhalt has been sanctioned for:

6.7 Attacking freighters and transports or demanding cargo or credits from the same is not allowed for cruisers and battleships.

Consequences: Fined all guns and credits. Don't shoot at transports in your Rheinland carrier. Looking at a few of your other characters, you should really know better.

I also note you renamed the ship rather recently to RNC-Essen. Doesn't save you the sanction.
