Before I ask you a strange request, I want to provide a little background on this story, and likewise answer on your questions about it.
Well, I believe it happened about one year ago, when there were still Omicroners. We didn't like to be public in Omicroners times, heh, everyone was paranoid, hope you understand.
What happened was - just outside of Livadia jumped a Rheinland battleship, RNC-Odin. That brick launched fighters and bombers and began to fire plasma at Livadia.
Well, our Nephilims were on the borders of 74, it took a while to bring dreadnoughts to Livadia, but everything went successfully. We mercilessly burned that battleship, with fighter cover.
We left that ship and didn't even launch a rescue mission. The wreckage was attraction by gravity of Tirane, and orbited around the gas giant. That little fleet had broken Rheinland Military identification codes, it is probable that these were infected rheinlanders. They were probably mid-jump, but got trapped by our hyperspace inhibitor, which our scientists just tested on Corinth.
Yeah, back to the topic. After the departure of the Omicroner fleet, we had a lack of ships and just haven't the resources to produce new ones, and one of an unfriendly Zoner group started claiming our home as their property. Well... We'd give a look at that burned wreckage.
It's looks horrible outside - scratches on the hull, holes in the armor. But inside it's even worse - everything is burned completely. But unlikely to our eyes, a scan of the ship showed to us that the skeleton of the ship, partially armored as it was, wasn't badly damaged. Even the reactor was stopped by security arrangements, so we have some plans for this ship.
After the establishment of Siberia, a cloaking device was mounted on the hull of ship and we started the mission of hauling it to our hideout.
So, for now we have un-mounted the damaged parts, gutted everything inside and un-mounted the reactor, it was an old, unstable model.
I know in the 80-year war the GMG had captured some of those battleships. And I believe, in better condition. Heh, I just remember one of those outside Freeport 9.
And as you understand me, we are going to restore Vega for our purposes. But as you know - a battleship isn't a simple machine. We need extensive data about that ship: blueprints, diagrams, combat data - just everything. It'll help us to rebuild the battleship much faster, without unwanted surprises and just give us a base for developing improvements.

You turned to the right men, Burton-san. You are indeed correct regarding the battleships that we captured from the Rheinland Imperial Navy. The one you have seen in battle must have been the Ayakashi-Maru, our grand flagship. If you've been in Sigma-59, you might have seen the Daishouri as well. There she guards the backdoor to Maltese and Corsair infested space, ever vigilant.
We had also captured a third battleship during the Battle of the Yanagi Cloud, but it saddens me to say that after the restoration of Namura, we lost it during an exploration into Maltese deep space. As far as we can tell, the wreck of the Namura is still out there. According to our reports, salvaging the wreck will be close to impossible.
However, our scientists and researchers in the group known as Namura Engineering have extensive archives containing all of their predecessors work and research about Rheinland battleships, and more importantly, their restoration.
You are welcome to visit us on the Namura Research Station in Sigma-59, there you'll be granted access to our research dedicated to Rheinland Battleships. We should have everything you need to repair the Vega.
I'm also extending our hospitality to the Vega herself. We have room for her on Sakhalin Shipyard. With our engineers help, I'm certain that we can see her afloat and functional in little to no time at all. After all, we have the expertise and knowledge that you might be lacking in this field.

Well, I'll travel a bit there, try to find out the location of Namura Research Station - I was there once but a long time ago. By the way, I've visited the Daishouri - such a great battleship, I hope Vega will some day look the same. *sigh*
I've docked to the Daishouri and come to the bar. Well, I had some sake here and talked with the bartender. He told me location of the base. I'll have some time until I'd leave the bar, never tasted such sake! Yeah, finally I've undocked and set course to Namura Research Station.
Data was transferred to my ship. I just had a look at it - holy, a lot of data! With this information I wonder why you haven't produced something this big by yourselves. I believe we have more than enough information, Phoenix will never forget that.
As for Sakhalin Shipyard service, I must deny your attractive offer at this moment. As I mentioned, we have already gutted everything inside. It's just a mass of alloys, not more. Also, if you come to Siberia you will not even notice a stationed battleship - it has disappeared into builder's scaffolding.
But maybe we will require some help in the future. Who knows.
