Still about the logic, pardon me if I am wrong but as you mentioned Colonel Sanzio told us nothing about any survey and he did not forbid us the use of any ships, therefor if he mentioned no restriction, I found it pretty clear that I am able to use any ships in your system as long as I don't hurt somebody.
I would like to point you one more line from Mister Sanzio's right of passage:

Now about the part with the transmission, in four days, a lot of people could die, and since Colonel Sanzio replied in no time, we imagined nothing but the worst... But I guess in desperate times it is hard to gain trust, and I do understand you if you don't trust us.
I would also like to clear one more thing out, TAZ helped us with the survey because I contracted them, they asked for papers and I gave them the ones I had, they have no other implication in this. All the fault is mine alone.

I understand that you were acting out of good will, but you have to understand as well, that if anything special happens in Roussillon, The Council wants to know about it. Information, such as jump coordinates getting into wrong hands - intentionally or not - can cause great trouble, it may hurts more than it helps.

I still do not understand your way of thinking. By my interpretation, something not specifically forbidden does not automatically mean that it is permitted. You described yourselves as a trading company, so I can easily understand if the Colonel contacted your party as being traders, flying trade vessels, et I easily understand that he did not feel the neccessity to clarify which ships you can use in Roussillon. Now, to fix this pretty misunderstanding, trade vessels of the Obsidian Zoetic et their snubcraft escorts are allowed into Roussillon, on that part of the system which was previously set by Colonel Sanzio. No capital grade vessels.
On an other note, you pointed out that the Colonel was not against your services of helping to explore unexplored parts of Roussillon. Do you really think surveying a station, not only known, but have been built by The Council itself helps the exploration? It does not help The Council at all in exploring Roussillon, but on the other hand, it could help the ones wanting to jump there, whatever their intentions be. Oui, you said you intended it to be of your et our use, but again, as I said to Doctor VanMojo, if it falls into the wrong hands, Roussillon becomes exposed. Again, I just don't know if it is your flawed logic, or something more.
