Consequences: "Ahoy" doesn't cut it as sufficient RP before opening fire on your enemy. Shields were already more then half down before you said anything else making it a violation of 5.2. Guns removed and wallet relieved of 50 mil. Please don't return here.

Okay thanks. I didn't know which match up this was about.
I was under the impression that it was enough if both sides exchanged words. In this case, his "screw you" reply to my "ahoy" hail satisfied the RP. We saw each other, we exchanged words, then exchanged gunfire. I understand it would be sanctionable if he didn't get a chance to say anything, but he had time to say "screw you" while running (ship turned away from me), which means it wasn't a surprise. And "screw you" means he is aware of the roles being played, so its not like I needed to give him any more time.
Serious question, it depends entirely on my word count, and not his acknowledgement of the encounter?
