There are currently about three active admins, be prepared for things to take a little while. Just have patience and if you PM them I'm sure they'll get to you when they can.

If you /pm a char, when it's offline, the message gets saved in the char's mailbox. As soon as the char gets logged a message will appear telling you, that there is an unread pm in your mailbox, which then can be read and /pm 'ed back with an answer.
Simple solution is to ask admin team to elect a new admin for the missing timezone. After all there should be a 24 hour admin coverage for a world wide game right.
PS. Maybe there is one, but he is hiding in the back ground just watching silently. Not seen, does not mean not there.
Considering the issue brought up about the Angels; The issue you're pointing out is there, no argue against it, but I don't believe the faction should be blamed. Angel work is boring and tiring, it takes a lot of effort and cannot be considered "fun", but more of a voluntary responsibility. When there are only a handful of active Angels around, some of whom take extended shifts just to fill the gap for others, they get tired after a while and I don't blame them.
When there are only 6 - 8 members in the faction, most of them from the same timezone, you can't expect a +20 hours coverage a day cause that might even exceed some of the members' total playtime per day. So, I don't believe the faction should be blamed, but when I see some of the older community members complaining about the lack of Angels activity, I can't help but to point out the simple fact that the activity might be low because they're sitting back and doing nothing but complaining. There are a lot of players here who can spare an hour every other day to help new guys, but they still don't bother and just like to sit on their comfy chairs and complain on the forums about how new players don't get enough Angel help blablabla. Sure, it's good to have an active helper faction, but that's only doable with +30 members, not -10.
So, to sum it up and don't turn it into a massive wall-o-text: If there's anyone to blame here for the Angels' lack of activity, it's the community, not the faction. Each and every one of those guys who log their Angels and pull +3 hour shifts while they can do somethin more fun, are doing far better than you bunch who sit here and just yap about how the Angels aren't doing their job and stuff like that.
