Info Wanted: Freelancer Mod Studio

So, I was browsing the Starport and came across an announcement that a nifty little program called Freelancer Mod Studio just updated with 3D visual system editing. For more info, the Starport announcement is here:

Anyway, this looks really neat, but there's only one problem - I have no idea what it is. So, I was wondering, could someone explain to me, in layman's terms, what this program is, what it can do, and how one can go about learning to use it. Thanks in advance.

Actually I have downloaded it lately too and couldnt even figure out how shall I do even the simpliest things. I hoped it would be a simplyfied moding program, but seems I was wrong....
