Not yet, but we're looking to implement that for 4.87, by doing it like vanilla: 3 levels of docking. Fighter berth, Transport moor, Capital moor. This will require Cannon working his magic since the plugin that handled that conflicts with the playerbase one, and I don't have the skills to solve that conflict.

Personally, I'd disallow capship docking entirely on freeports in the independent worlds bordering house space. Including the Zoner ones themselves. Those ships belong in the deep Omicrons anyway - and it'd sort out the issue with unlawful capital ships using the freeports.
