Konnichiwa honourable Guild Masters, I must apologize for contacting you so late into the project but it so happened that construction was rushed forward before my message could reach you.
Let me introduce myself, I am Satori aka Valhalla-01, current project leader and head of security of the Valhalla Outpost in the Sigma-19 system, former archaeologist and explorer. Project Valhalla is a completely harmless project, the current outpost will mostly be used as a simple gathering point for all types of scientist and explorers that wish to further our knowledge of the universe.
The reason for our late message to you is due to the current position and the security risks that the cloud offers. We had wanted to keep it on a low for as long as possible. But we see the error in our ways for we should've contacted you earlier to ask for permission for which I apologize.
From this point forward our docks are open to Guild vessels and closed to any and all hostile vessels. You or any representatives of yours are more than welcome onboard to inspect the station. We shall halt any and all developments until you have given use your permission.

I'm not an unreasonable man. I can understand why you would have wanted to construct the station in secrecy, especially in regard to the area that you've chosen to build in. However, by doing so and constructing the base without our knowledge, or expressed permission, you have violated Guild Law, 4.4. A most serious offense, I will add.
As you may now know or suspect already, we've issued the order of destruction of the Valhalla Outpost, since we do not allow unauthorized space constructions in our space or systems. However, as I said, I can be reasonable...
For your severe infraction of Guild Law, you are hereby fined 300.000.000 credits. We will also send a team of experts to inspect your base thoroughly. If the team returns with a positive report and no remarks or oddities concerning Valhalla Outpost, I will recall the order to destroy the base. I will also issue a green light for the base, conveniently making it a legal construct in Guild space. All this, and naturally, that the fine has been paid in full and that you can personally assure us that no further breaches to Guild Law are inflicted.
The fine must be paid to the GMG|Banku.
I'll never be able to guarantee the safety of your base however, much due to the ill-adviced location for a space station. If Valhalla is ever under attack by Hispanic or other pirate forces, you may very well be on your own.
I am very pleased to hear that we could come to a peaceful agreement, before there were any casualties on our side, as I am sure that the men and women aboard this station are pleased that they will no longer be under the Guild's fire.
As I said earlier your men are more than welcome to inspect the station, we shall make arrangements for their arrival.
You needn't worry about direct attacks against our station, we have our own personal security in case of attacks. As for the fine I must say that is quite the serious sum that will most probably slow down our progress, but if it is needed ... You can expect our inspection party to arrive shortly. When they return to report back, I can approve the legal status of Valhalla Outpost, if everything checks out, of course.
The payment to our account has been confirmed. A serious sum for a serious crime, Satori-san. Sometimes it is better to ask for forgiveness than permission. This is not one of those times.
