Dear Sir or Madam,
I send you this transmission in order to inform you about an incident that happened within the last 24 hours, it is unlikely that the incident in question went by unnoticed by your scanners, so an explanation appears to be necessary.
The Colonial Cruiser Pandora, while patroling the Tau systems, spotted a Gallic Battleship in its close surrounding and proceeded to destroy the hostile vessels as ordered, however the hostile vessel attempted to flee towards the Leeds system, so in order to not let the enemy escape the Pandora followed with the intention to safe the lifes of brave Bretonian citizens and civilians, which the Gallic warship would have endangered would it have encountered them.
Fortunately the Pandora was able to stop the Valor soon enough and destroyed it before it was able to harm other entities in the area.
The Pandora, despite being a warship never had the intention to harm Bretonia and its sovereign airspace, but did so to prevent a hostile force from endangering the aforementioned.
This leads me to another point, the Vanguard Admirality wishes to establish a relation of friendship and mutual help with the Kingdom of Bretonia. We are sure that this could be in the interest of both parties.
The Vanguard deems the following proposal to be a fair one, we will grant the Bretonian Armed Forces and Bretonian Corporations unhindered access to the upper Tau systems in order to harm the Gallic supply lines, while the Kingdom of Bretonia grants the Vanguard access to their sovereign airspace in order to hunt and destroy hostile targets, while both parties will attempt to assist each other with supplies and humanitarian aid should it be necessary.

Greetings to the people of Vanguard. I would like to state my slight confusion about a second group rising from the side of the Colonials. Dont get me wrong but we have already created such treaty, terms and increased the affiliation between Bretonia and the Colonial Republic.
First I would like to receive some information about your group, its diplomatic stance as well as what forces you can bring to reinforce our fleets.

The only change to the terms for the Vanguard would be point 1, where only Glasgow Outpost can be given as shelter for your forces because York's fleet is currently reinforced by the Colonial Republic ships.

Thank you for the fast response Sir Firmus Piett,
I will gladly answer you questions, regarding the Vanguard.
The Vanguard was established by a majority of the former Colonial Admirality, this communication was sent on all Colonial frequencies to explain the disappearance of huge parts of the Colonial fleet. Furthermore the Admirals responsible for the Republics freedom are likely to be considered murders by the new government, one that we do not consider to be legitimate because it was not elected by the majority of the Colonial citizens. I hope that this might help you to understand why we are no longer a part of the Republic.
Now to answer your question about our fleets strength, various Battleships and Cruisers remain under our command along with parts of their Battlegroups and support ships needed to supply the aforementioned. More details will have to remain classified, but I am sure that you understand why this step is necessary.
We will agree to your proposal, but we will not spare the Outcasts. I would like you to think about this point as we fail to see a reason for this step while our people in the Taus have to fear their attacks nearly daily.
To the Vanguard Admirality,
We are happy to receive a positive answer of accepting our terms for the colonial forces. The Vanguard will be given access to Glasgow Outpost as well as the systems mentioned on the treaty with the Colonial Republic.
You must also prevent any possible scenario of problematic situations between the "Vanguard" and "CR" forces while in Bretonia space - which is mandatory.
As for the outcasts, I will inform you that there is one group- the [XTF] which are example of a separatist forces in the outcasts - working in Bretonia in the name of piracy, terror and destruction. You may clearly engage these forces on sight until they understand their mistake. As for the [101st] - I will recommend you not to enter in clash with them until they do something, which I hardly doubt they will.

Be assured that there will be no hostility between the Colonial groups, we are all Colonials, wasting out own blood in a war like this hardly can be beneficial.
We are going to agree to your proposal, however, you should know a few things regarding the Outcast problem.
Their attacks on our ships did not make any difference between civilian and military targets. So I am not going to promise you that our soldiers are going to ignore or to tolerate the presence of Outcasts close to them, too much blood has been shed in order to forget their actions.
