Generally speaking, ID is rules and faction tech is roleplay. If your ID says you can use a ship class, you can use any tech for that class if you are willing to take the roleplay consequences (power nerf, being bountied by the owner faction, etc). A couple of ships are specifically tied to the faction that owns them but that will be stated in the ship infocards.

Depends which kind of pirate faction.
A player using the simple Pirate ID isn't allowed to fly cruisers at all.
(Allowed ships: Fighters, Bombers, Freighters, Transports, Gunboats.)

The generic Pirate ID is not allowed to use Cruisers because the ID does not allow them to, so you are at risk of being Bastilled and made to change one or the other, and likely sanctioned for repeat offences.
