It should hover above newark or trenton like the rest of us.
SOMEBODY DIED because of his actions. We COULD have arrested him, but instead we fine. Why? Because we're LPI, and we run on profits.
There was NO reason why he shouldnt be there. Collisions and crashed happend everywhere, near Newark or near Manhatan or every time you take a lane, no difference.
You jsut declared it to be a bad place for him to be because you could hassle him for it. And you showed no regard what os ever for him as a player although you knew it was not his fault. Instead you exploited the situation to get 10m il and mob him.

Probably because he got distracted on his end of the computer? He DID move after he came back, you guys KNEW he was distracted on his side, you KNEW he didnt intend to kill any civi, but you STILL did everything to badmouth him and get yoru 1mil. Thats just totally lame behavior form your side.
Because being AFK is a valid reason in RP. If you have to go AFK, it is your fault and you need to accept the consequences of being forced to leave wherever you were/whatever you were doing. His AFKing apparently eventually lead to the death of a civilian, that's his problem and his fault.
Let me ask you a question, though. If someone is being given a ticket/convicted, do you harass the arresting officers? No, they're just doing their job. You submit a complaint to the High Command of LPI, in this case. Do that, and stop complaining here. It is accomplishing NOTHING.
Right, this was clearly an RP incident, and yes, inRP, the LPI, the LSF and the LN can tell civilians to vacate an area, so can the military or law enforcement groups in any other House.
When a civilian doesn't listen to such a request or order, they're putting themselves at risk, and that's perfectly sensible within RP.
I'll say it again, if you get into an uncomfortable situation inRP, RP your way out of it. If you do something to irk the local law enforcers inRP, then you'd best be willing to accept the inRP consequences of your actions.
