I'm new to this form of RPing. I've RPed on chat servers and on WoW but only recently did I discover Discovery (no pun intended). A few of my questions involve
1.) How would you suggest someone start out?
2.) Are mods (if any) allowed such as the Gunship mod?
3.) What are the most active and successful RP locations?
If you can answer one or all of the previous questions then I am truly grateful.

2) if you want mobs join the Corsairs . but if mods are what you are after, I would say avoid using any, don't want to get kicked for cheating.
3) New York is always teeming with people, start there. Good RP locations are where the people are. But mostly they are where you make them! Get out there with a good story, stay in character, and other good players will love you for it and join in.

Discovery's a bit unique in that you can start out just about any way you want to. It depends on what sort of character you want to play. Want to be a greedy pirate, extorting the public through force of arms? You can do that. Want to fly colossal warships the size of small stations? You can do that too (eventually.). Or simply fly around and explore the Sirius, taking employment where you find it as a Freelancer.
My personal recommendation would be to start out with the last option, perhaps as a Freelance trader. You can travel just about anywhere you want, work for whoever you wish. In addition, it'll let you make some cash to buy a proper combat ship if/when you decide on the area you want to hang around in. Try and find somewhere that matches the type of character you want to play. A properly outfitted fighter in Discovery will usually cost you around twenty million credits by the time you equip armor, so you'll have plenty of time to get your bearings.
Get an idea of the character you want to be, even if it's only in your head. I find the game to be a lot more enjoyable if I'm working off my character's motivations rather then my own.
Typing /restart Liberty will land you on Planet Erie in Pennsylvania with a CSV, 8 500 credits, and a map of most of house space. There's a field behind Erie that you can mine for Helium and sell on the planet for a bit of cash and upgrade your ship. Restarts exist for the other houses and major factions as well (/restart Rheinland, /restart Kusari, /restart Outcast etc. drop you in different areas with different maps and starting reputations, but the loadout will generally be the same. /restart Freelancer is a little different in that you start in Coronado with a Stilleto.). Even if you're not interested in starting in a particular area, give one of the restarts a go. That map's worth it's weight in credits.
If you're more interested in starting in a specific role, it might be worth having a look at some of the player factions on the server. Some of them can provide ships to help out, and you'll find people to support your RP in just about all of them.

There's a few NPC Gunboats about (I'm guessing that's what you mean by mob.). You'll usually find them in house capital systems (New York, New Berlin, and their ilk.) or contested areas, such as Leeds.
Players can buy gunboats, but you're a bit restricted by your ID. Different IDs'll reduce your available power by different amounts. For instance, a player with a Liberty Navy ID flying an Outcast gunboat could expect the thing have enough power to run a small toaster. And nothing else (there's a full list of tech compatibility here). Of course, there's nothing stopping you from going out and buying whatever gunboat you like, but don't expect the faction who owns it to react well when they find out you've stolen their ship...
The only gunboat available to Freelancers without taking a hit to your power core (or your reputation!) is the Kusari Explorer.
And if it was mods you were talking about and I horribly misinterpreted you, then no. Mods (besides Disco, of course) aren't allowed and will likely get you kicked by the server.

Liberty's the most active area in the game in terms of number of players, but the quality of the RP varies just about everywhere. Essentially, if you look for role-play, you'll usually find someone! If not, there's always the forums.
