DECLARATION OF FREEPORT DEMILITARIZED ZONE

1. We declare 5k around Freeport as demilitarized no-fire zone.

2. All docking rights to military vessels are forbidden including factions which have docking rights.

2a Exceptions are following:

-Heavy damaged ships for emergency repairs, but not involved in some military engagements in sector
-Zoner affiliated military vessels
-Rheinland military cruisers can have temporaly license on demand for monthly periodic inspection of installation. Requests has to be submited at least 24 hours before arrival.
-Vessels with diplomats (at least 3 VIP on board) are allowed for temporary licenses during official negotiations regardless of faction and diplomatic stance. All envoys , official representatives and diplomats need to send us notification 72 hours before visits that their docking rights can be approved. Military escort if exist are free to use base during the time of visit.

3. Civilian vessels shuutles, mining ships, freighters, tranports are allowed to dock on station if diplomatic relations with faction exists , or on personal demand of independent ship(s).

4. Those factions with no docking agreement need to request permission. We keep rights to decide is it approved or not.

5. Zoner council of freeport 101 keep rights to give direct permission to specific vessel with regulations not bounded to this charter if they find it especially important for zoner interestes in sector.

6. Zoner council of freeport 101 dont take responsibility for third party brakeing of this charter by abusing terms of our hospitality (with exception of those situations described in section 2a) , and will threat those vessels as intruders.

Well first of all i have no clue who you are. I heard of some counsil? i know we zoners had a council but think this is not the same. May i know the person behind this message?

But to the point.. Is your declaration signed by the ones involved within that system? I do not wich to get shot due the fact you are summoning rules upon them in a system which is even by some declared a warzone. So before placing these rules i suggest you make sure you can keep to your own promise to a no-fire zone. I don't want to see any innocent zoners getting killed due to another ones mistakes.

Another thing wich i am wondering about... Why are you interfering with the ones fighting in this system? I do not get this. As beeing a Zoner myself i allways wanted to help others. But to keep out of trouble. Not putting myself in direct line of fire. But it seems you just placed yourself straight within it. Not sure how all the other Zoners look at this or even my fellow popes. But i am guessing with this you are just walking over some feets wich might eventually backfire in your face. I hope for your sake, as well for all the civilians on the Freeport 101 and even all the other Zoners within sirius that i am wrong. 1 thing i want to add i won't interfere nor i expect any from my fellow popes to interfere with this dangerous game you seem to be playing over there.

Good that this document catched your eye. You are in right about this place here, it catched big attention around, and so many factions are involved. Very hard to conduct policies. But, we made our first stephold in spite of all adds against us. One problem we solve , another appear.
However we started alone with idea not to rely on powerfull zoner organisations to back us, cause it is not worth as you say to take such big risk. But now we reached a stage where we can reveal to all zoners.
We paved a diplomatic logistics for OSI to directly support us , and even now their ships are assisting in building our facilities. The Zoners from Kumo has contacted us yesterday and offered support. We are atm in safe position , ofc to the degree of conditions here.
This declaration was carefully measured to fit the local problems here somehow. We based it as a feedback of our local formal and informal contacts. We consulted zoner codexes of Betlehem station and Omicron Theta Freeport, as our situation is similar to mixture of those two cases. We were hmmm... hurried... to make it, so we think now is time to present our situation to "Big" Zoner Council where we will request observer status for now.
We dont expect to accept it immidiatelly , for reasons we can understand , but we will submit today our request to council of Zoners .
OSI and Kumo Zoner partnerships concluded that we are on good track for now. They have some feedback about all so we point your attention to discuss this matter with them, not just from our answer.

I am curious about these ones.. I have never heard of them or have any knowledge of them. Can you be more specific about them?

So i guess OSI and the sigma 13 zoners are partners and also responsible for this base? Is that what you meant with the "Zoner counsil" as you stated previously? A council of some party's involved with the creation, maintenance and diplomacy of the base?

Also i have the feeling you try to distract me. You haven't really given an answer on the Declaration you did sent us all about. Not that i really have intentions to interfere with your business. But i like to know if the civilians passing by will be safe. As i am sure some hard working civilians might come to those minefields for some good paying jobs.

Ahh you are right about council , it is our local base council. We use semi direct democracy elected representvatives who decide for good of all. Forgotten to answer that. For me it was comon statement , and for you it was big matter cause you misplaced with Big council. Sorry , wil not "distract" you any more kind Sir.

At the moment we are importing food from New Berlin and Stutgart and we have stable shipments. There is some small storage of synthetic paste in emergency. We started our own hydroponics but it will have time that system start to work on itself. Atm with our own production we can cover only 11,5% of our spends. However we heard that in Liberty on Planet California Minoris Bretonian coorporation Planetform Inc. experiment with some stuff called Flora Go as it enriches plants and soil. Do you have some expirience with it? Is it safe , organic ? If you reccomend it we will order some quantities, or if you dont know about it we can obtain some samples and make analysis of stuff together.

Btw i see that you are part of LWB. Whatever rheinland officiall thinks about your movement, we really think that naturall food is the one of basic rights of man. Maybe we can settle agrement that your movement supply us with food of yours , but consider it possibility for now due to very complicated politics here.

Good Day To all who have responded to this Message.
Id like to state OSI's position in regards to Freeport 101.

Freeport 101 is a Zoner installation that we agreed to support as part and partial of the Zoner way, however our involvement with the station only goes as far as supplying it, nothing more, we have no say nor any interest in the running of the station and as such it is NOT our responsibility in any way shape or form.

To help out my Zoner brother though, i believe when he says council, he's referring to the Freeport administration on board Freeport 101 and isn't to be confused with a previous attempt at a central Zoner hierarchy.

I hope this has cleared up any confusion as to OSI's involvment with this Station.

We are glad that Rheinwehr has responded to our Charter.

Well Herr, could you point precisely which paragraph of our declaration you find disputable? It would be good way for us to analyse once more.

I will remind you that no military vessels are allowed to dock by this declaration in any way except Rheinland military partially which we recognize as legal force who contribute to security in the sector. Hessians , Corsairs who ever wanna come with guns we will treat them as enemies. Other freeports are more liberall on this matter allowing everyone to dock. We found that close presence of Rheinland Republic has to be considered.
One matter which we find could be important to rheinland military - we will not allow those you call pirates to attack Rheinwehr and hide in our perimeter.
By that monthly instalation inspection which we offered i think that we can precise it how can be done in more direct talks. The purpose of this requirement (to be frank it is not our obligation, we volunarily asked for it) is excatly what You point. To search up facility if some hidden contrabanded cargo exist and confiscate if illegaly broguth to our base somehow undetected, by our visitors. Secondarly you can inspect our docking licenses if you suspect some specific ship use our base and has criminal record in Rheinland. We will comply to deny temporary acess to specific ship if we are provided with good proof. However dont hope that we will allow You to editor us which faction can dock and which can not. That is OUT of questioning.

However our base is opened to ALL trader and miner ships regardless of faction and this is general zoner agenda you are probably aware, so there is no some lex-specialis which brings something you are not familiar with already.

As you are military man , we consider this matter of security , not political statement of Yours. If there is some political matter i politely ask you that bundeschancelorry adrees us for those matter.

You can pass message to ministerium of Foreign affairs and trade that from Rhenland companies ALG has full docking clearences for every branches of their company. We will start to conduct bussines as soon as we are prepared. Why ALG ? ... well we want that ships who come to our freeport feel secure. We can guarantee safety of their ships towards presence of factions unfriendly to Rheinland goverment.
