Docking with Fuxyueru Trade Hub is restricted for official business only, as would be the the case with the Otemachi Trade Annexe.

However, Shuri Base is used as a secondary station to store and sell Helium-3, for all of our unofficial miners. Albeit at a lower price per He-3 unit than the stations in Miura orbit offers, you'll still find Shuri to be more than fair.
