I'm not saying they can't, they simply won't (there are exceptions of course, but I'm just speaking on a general level). Why should they? You say an adult would do their best to let the infant understand, in human interaction, yes. But this isn't inter-human interaction we're talking about. It's about two species that want to see each other dead.
And for your first comment, the amount of concern to anyone not using the nom speak is actually very -very- low. Because the interaction between Nomads in the game has to be done completely ooRP due to how Nomads communicate with each other, we as players simply can't do that due to the fact that we're human. Of course, there -are- some exceptions to this, the prime example I could give is interaction between the Harbinger and Aurora "sides". But that is beyond the topic.
I still see a conflict in nomads on one side wanting to affect, influence and manipulate humans, but on the other side blatanly refusing to use the most efficient means to do that out of... racial pride? I thought nomads were self-less?

I'd say you do make a legitimate point, Anaximander, and I can't say it's been answered just yet.
My personal take on the "problem" is that, if I really go for a "manipulation session", I do at some point switch from nomspeak into "plain" English (usually in an elaborate vision) for the sake of efficiency.
Think of yourself as a Nomad, you see yourself, without a doubt as a superior race. You do not care about what happens to the other side, you see them as mere infestation of gigantic bugs that have to be cleansed.
You manipulate and use some of them to further your own objectives in wiping them out, you promise them power and an exemption from certain death if they help you kill their own race and for that you would need them to be efficient, and do anything necessary to make sure they understand exactly what you want. But that is a minority, most of the humans you come across -must- be purged, they must be eradicated and completely decimated without hesitation or remorse.
That is how Nomads see things. They -can- dumb down their speech but unless they have a reason they will not.
Probably. For manipulation, they sent out disguised infectees who live amongst humanity. They rarely reveal themselves (see D18).
On the other hand, I guess that it's not needed to phrase full sentences, as long as the meaning/intention is clear. Do you think in full sentences and correct grammar? I don't.
I like how the current nomad "speech" is. It gives it something extraordinary and extraterrestrial.

Something to add: If the eventual goal of a Nomad - Human encounter - for the Nomad - is to kill the human.. What better way to confuse, intimidate and/or freak them out than to telepathically send them strange, cryptic signals that are hard to make sense of?
