Missions not spawning NPCs

Hey, the missions aren't spawning NPC's. I request a server restart. Didn't see any threads about it today, might as well let admins know.

The same problem ocurred earlier today too. After cannon booted the server the missions worked again. He posted this message after he booted it this morning.

Booted it.

If it helps, I do have a plan to fix this from happening.

I think el cannon may have el plan. Stay tuned.
