Not too long ago A police tagged char. asked for help on a transfer.
I replied that I'll help as I was secs. away.
He passed me 5 mil and docked to switch characters, I won't give name.
Out comes his next char tagged as a Rogue, In Liberty Space!
but I had his 5 mil.
He said he was leaving the system and just needed the transfer.
I gave him the money and watched him fly out of the system, itching between collecting the bounty or helping a player.

man... you did right. I think helping others comes first, i mean.... if he is so desperate to ask you in a "unlawful" character in liberty for help then he probably doesn't have anyone else, i mean...he is a player, not a npc.

This is a game we're not playing for real money. Helping other players (ever if they're unlawful) shows good form and sportsman ship. I've helped a few unlawfuls myself. Having such consideration should be a priority seeing how there is no automated system for transfers
Personally, I try not to transfer between my lawful and unlawful characters, but that's just me. No harm, no foul. I'll help anyone that asks with a transfer.

Well, er, if the police tagged character docked on a lawful base and the Rogue (who has to have an unlawful ID) undocked from that same base, that's something not-so-great.
