Lol, good point, made me to recheck the rule and yes, by the way the rule is being worded, shooting and killing a shieldless ship when it dropped it's own shield itself does not count as an engagement. Given this, contrary to your interpretation, this means that if you fly around shieldless, you are pretty much free game for silentengagers
(Disclaimer: Such to-the-letter interpretations does not change anything on the actions of the Administration team and while I may interpret these like this, they don't, and their word counts.)

The whole is far more complex (approx 30-50 transmissions in comm channels, approx 3-4 threads in other places, estimated 15-20 pages each) than a simple question. If you really want to know more about it, go, have a look around the forums, it is pretty much loud because of this topic these days, it won't be hard to find info. But if you tried to be sarcastic or tried to troll, well I didn't notice, so it most probably failed.
Hey just a quick thought to maybe encourage people to Forum RP, or just expand their RP, whatever.
Make some official, strict-ish rules about RP before engaging PoB's (so lolwuts cant just mass in-game and surprise). However include in these rules that making an RP forum post can be considered an engagement notice. Therefore if you do get a fleet together in-game to dump on a base, or plan out an attack ahead of time, you can pop into forums quick. There you make an RP-based post in the Player Base thread (we could even add a section called "Invasion Notices" or whatever), and your base attack (for the next 12-24 hours perhaps?) becomes legal.
You could be more strict on the "in-game" rules, so then encourage people to make use of the forums... as doing some real RP would actually- *gasp* -provide you a competitive advantage for once!! And it wouldn't be such a bad thing to have a few reasons/advantages to using the forums, it'd encourage more people to be aware of the website (and therefore rules/RP/etc...)

This idea sounds very good and I would be all for it but I know a good few players on these forums strictly going against anything which would require indies to get their arses on the forums, and conduct any RP to have something in-game, because they think those indies should have them toys by default, so expect them coming over for a rant or two against your idea

On a serious note we could do with base regulations, but they should be balanced and fair towards all parties to make this server a pleasant place to stay for all.

Heh, well that may be true, but it comes down to a real simple argument:
It is really too much to ask, for a person to make a small amount (minutes) of forum interaction in regards to something that takes players months to build?
I'm all for protecting the rights of the indies, but if you dont protect at least a small few rights for the serious RP'ers, we have a problem again with losing population (and these guys are the good ones :/ ), and this server will be much worse off because of it. If we make a rule like this, yes we might see a few indies/lols whine or leave because they need 5 minutes effort instead of just saying engaging. But with the alternative, which is currently the norm -letting anyone engage at will in what is often very ooRP fashion- is we might see a RP'ers/Vets leave because lolcaps have hours of time and a 3-minute attention span.
And i mean really, on an honest note, are there any of us here who really want to play this game with someone who would rather not play Disco then take five extra minutes once every few days to check out important info? I dont. Folks should at least have to go read the rules---everyone can agree on that----and then noobs will know they must either spend a few minutes on the forums before they *%#& with POB's or to stay the hell away from them

And there comes the other issue, due to the wording actions taking down half of the shield are considered attacks. Bases don't have hp bar for their shields.

Then you have to prove in your report that you were killed by intentional collision as there will be collision death message I assume. Good luck with that.

Actually, she doesn't have to even die. If someone so much as even drains 1 hit point on her hull without RPing, it would technically be a rule violation, due to the wording.
But, you yourself would get sanctioned for malicious reporting, not the person you reported.
