Afternoon Mister d'Autoine, while I appreciate all the titles, I am not Contari-born, though our families have extensive influence within one another.
Very well, while normally there would be a fee for independent modules, our..systems, so to say, are currently going under maintenance and while that normally wouldn't be a problem, the Lance sees the Commonwealth as a means of our own expansion, both for the Lance and for the Nation of Malta. Which is why we will not charge you a fee for structural expansion within Maltese territory at this time.
I hope you see the excessive support we are granting you and that you will reflect it on any upcoming business with myself or the Lance.
What we do require however, is docking access be granted to Lance vessels with the plus side of using your module for rearm and repair if and when it is required. In return we will support your endeavors (included and not limited to your Freeport's expansion) when necessary, we'll also make sure other Maltese vessels will not be a problem. As for the structure's defensive capabilities, well, I know very well how dangerous these parts of space can be. So we are also offering you the extra permission to use defensive modules if required for the defense of your base.
However note that your expansion will never Maltese vessels (unless in certain and extreme cases where we may allow it) and we will keep a track on your diplomatic allegiances or hostilities and your permission can and will be revoked if certain circumstances arise that threaten the Lance or the Maltese Nation.

As a note however, I'd just like to say I couldn't care less about other Maltese vessels having docking permissions on your expansion. The section of docking permits of this contract only involves the Contari Lance.
As long as it doesn't endanger any Maltese assets, you may deny them docking rights for whatever reasons, just not the Lance.
As for future business, well, we are looking towards economic expansion and we believe the Commonwealth would be key in such an endeavor, as for the specifics, we'll think of some way that is profitable to both sides. Other than that, you may begin your construction whenever you'd like. I only ask that you tip us slightly beforehand so we can have some assets in the area to make sure the construction goes smoothly.
