Regular users unable to post new threads in the "Welcome" subforum

The thread title pretty much says it all - regular users cannot make new threads in the "Welcome" subforum after a recent (presumably accidental) change to the posting permission settings for the subforum.

Actually, I'm pretty sure that it is intentional to keep out spam from the welcome thread. You get one thread, and thats it. No need for more.
