Nomad type 2 missile not dealing full damage.

So I've noticed a lot, and depending on the ship, the Nomad Type 2 missile (Shield buster) will deal absolutely nothing, to about 1/3 of a shields worth of damage.

I've had it deal no damage at all to Guardians, Avengers, Odins, and Marauders so far.
Oh and the AI drone.
