This dates back to before cap ships could shoot transports, but it was acceptable for them to blow them (or anyone) up if they were in a guard system.
In other words, what Jack said, basically, is the way to play it. If you start an encounter with someone in space where it's allowed, make sure you screen it. If that someone runs into space where it's not allowed, you're able to continue your RP with them - even if that RP is pirating. Just realize that if you're a Junker and you DO end up pirating someone in house space, there may be in RP consequences to your action, even if you're not violating server rules.

On an RP server, every interface with another player you may very well have to either pew or role play your way out of to survive.
Either way, jump gates don't turn the game off - even if it's guard/oorp space - be prepared to finish what you started.
There were multiple sanctions in the past for Junkers who pirated outside of House space and continued to chase into one.
The reason why junkers can't do it is simple - we don't want junkers camping JGs/JHs to house space and pirating there, thus effectively pirating more-or-less inside the house space itself as nearly all their targets run there.
Agmen, I even think that there were sanctions for that back when you were an admin.

The person who was sanctioned didn't have proof that the encounter had started outside of house space. Also, in another encounter, the person wasn't smart enough to STOP the pirating when he got into house space and law enforcement showed up.
Oh, and I think you may be thinking of the guy that simply kept up the pursuit, not just into the adjoining system, but on past. I can't remember the exact systems, but it'd be like if you were pirating someone in Magellan, your victim moved into California, you continued pursuit, and then he managed to get to New York.
Note that my encouragement of continuing the RP doesn't mean that you have a free ride to mindlessly pursue for the blue message. Sometimes you also have to simply let the victim get away. Use some sense here, people.

Could well be that, you probably remember better than me, though I really do remember someone sitting with Junker ID by Cali gate in Cortez pirating people then chasing them then chasing people into California as well.
