If possible, we would like to broaden our relations with the dragons. Currently, you seem to be the group that has the most power, and the most respectable. We would like to the isolationist views on us eliminated, someday.
Great things start out small, as they say, I'm hoping we could develop some sort of long term agreement.
Perhaps being able to dock on Dragon bases? Or perhaps 'borrowing' some Dragon tech? Though, do not get me wrong, I am not arrogant. I have heard how difficult it is to gain your approval on such matters.
Thus, it brings me to another topic; we share the same enemy. We both do not like the Kusari reigeme. It's frusting for both of us when we are simply shot out of the sky. Therefore, we would like to help you fight them. If you need an ally and we are nearby, we would glady assist you. We also know you do not like some of Samura's allies, we feel the same way. The Hogosha are indeed a nusiance.

The "isolationist" policies exist for a reason. We are a delicately crafted society, and while we have no objections with signing agreements and even allying with outsiders, allowing them into our society and bases on a large scale disrupts the balance. The ramifications of such events were withnessed many times over, and issues arise even today.
That said, we are forced to take the restrictions to a whole new level for some time.
Now to the rest of the matters. To quote, "I am not arrogant."
Yet that is precisely what you appear to be, Grand Marauder. You seethe with arrogance and ambition, not an unexpected pack of traits, but I could afford to be pleasantly surprised ocassionaly.
Rare are those who even mention the sharing of our home, the acquisition of our closely guarded technology, without the fear of their tongues cut out. It's not something we give to every passing mercenary, every would-be warband that gained a small portion of our favor. This is not something you should consider even a remote possibility at this time, taking everything into consideration.
You come to Kusari to sate your greed with the riches of this land. Your turf war with the Hogosha is merely a consequence of this, and the scorn of the "legal" institutions of Kusari is expected. To make further parallels with our plight would be highly illogical and disrespectful.
All this aside, you also failed to offer anything substantial. You wish to "broaden relations", but I'm not certain how you intend to accomplish this. The offering you delivered to us was a good start, but also merely a key that unlocked this phase of negotiations.
You have everything to gain from us, Grand Marauder, and we haven't seen anything you could offer. Until you manage to come up with something considerable, I cannot even consider your presence within our homeland.

Therefore, I am willing to allow your transports access to our bases. Your fighting force will still be restricted, and will not be able to dock, without personal and immediate permission from authorized personnel.
