It's quite likely that the person simply wanted to make you waste as much time as possible and did not care about his loss. Otherwise, it is quite possible for him to make a very large, gently-curving loop around 100k in diameter, ending up where he started, or anywhere he wants to go. As long as he doesn't turn too sharply, you won't be able to catch him.
