A pleasure to finally meet your acquaintance. While I have encountered some of your pilots on very rare occasions, the meetings have been memorable. In one form or another.
While I do typically employ layers of encryption and ensure that my identity is kept on a need to know basis, trust must be earned, not demanded. As such, allow me to introduce myself. Finn McCool, head of Research and Development within the Phoenix Zoners. Though, as you have noticed by now, this comm is coming from my personal research ship, the Ingenuus. Not a Phoenix station. I will explain as to why.
Quite recently, I have embarked on an endeavor to test and essentially create a revolutionary source of power for starships. Essentially, I have successfully created a fusion of two types of power sources to create a hybrid power source.
Unfortunately, due to complications with my research in this hybrid power source and it's current location within my ship the Ingenuus, many of my colleagues have seen any further attempts fool-hardy, or even so far as to threaten me with the potential slip of info to Order agents. Which is something I wish to avoid at all costs, as I do believe this to be a stepping stone to revolutionize current energy and power cores used by many of our starships today. Despite this, many don't share my enthusiasm, and feel that research of any kind regarding foreign or alien sources is to be turned away.
Now, I assure it is quite safe, but to circumstances I am needing to relocate the Ingenuus to an isolated location, far from prying eyes and interference. Whilst Ames Research Station and Corinth Research Station are both beyond adequate for my project, they are too... how shall we say, public.
Anyway, let me get straight to the point. I request access to the Kara Research Facility located within the Cayman system, as well as access to Antikythera Shipyard. I know this is a rather large request, but I assure you, it is less grand than you may think. I only require a medium sized lab on Kara to continue my research, which I assure you will not pose any threat to the scientists there. As for the shipyard, well... I plan on mooring the Ingenuus, and disassembling her. Using the left over and salvageable materials, along with more resources brought in, I plan to build a vessel based around this power source, instead of the current state of having a makeshift core within a pre-existing ship.
I admit, this undertaking is not easily attained. Luckily, I have a small but dedicated staff of scientists, security agents, and technicians who are aboard currently. Docked as well are multiple transport and repair vessels, that can provide the tools needed, thus avoiding using any more manpower or resources than is absolutely necessary aboard your stations. Of course, Cayman law will be followed to the letter, and will provide whatever is needed in compensation for our temporary usage.
I'm sure this is a lot to take in, and a lot to consider. While time is of the essence, I respectfully await your response.
We started introducing ourselves so let me do the same. My name is Silver. You probably know me or not, who knows? Since I am not that great with the flattering words let us get to the point.
The project you are working on caught my eye. It is quite interesting to know that there is such a possibility of how energy works. Though I am no scientist mister McCool but my science team though are very interested in the project you are working on.
So, here is the deal : I can provide you with the laboratory you need. You will have access to all facilities you need to work on your project and so on, but there are few things we need to set up.
First I want few of my scientists to take part in the project. Any damage to our facilities or personnel is something for which we will hold you personally responsible.
I'm sure you understand what that means, when dealing with the Reapers.
And finally you will hand us full and complete details of the research, as well as right to manufacture any prototypes or production models which may or may not arise from this.
Those are my requests or “rules” if you like to call them. If you are happy with that I can link the transmission to the leader of my science team and you can start working as soon as you want. The doors will be open for your crew, ships and tech.
I appreciate your response, and your cander in this matter. Seems as if you are someone who understands that time is precious, and not to be squandered.
As such, I can agree to the terms you have put forth. Your scientists are welcome to assist in this project, and are of course authorized to terminate the project at any point should it be deemed too dangerous. Though, it would be amiss to shut down a project of this importance over mere trifles or hiccups during the course. Surely the Reapers can understand that.
Now, regarding your second request. What I can provide is this. Once the research is completed, and is ready for a more public application, I can promise you that the Reapers will be among the first to be granted use such revolutionary energy sources. Should you or the scientists assisting in this project wish to expand on such research once it is finished, by all means. But, the research at hand must remain under wraps, and I will only allow full disclosure to be released to those qualified and trusted. In this case, to the lead Reaper scientist outside my staff. It is not a matter of affiliation, but a matter of understanding and respect of such a source. Surely a common trader is not attuned to the ways of war, is he? In like manner, those who cannot grasp the intricacies of such details should be kept at a distance to avoid misunderstandings or misuse. Surely your scientist will agree.

My Office is on Deck C, Corridor 02-01, Last door on the left. It would be my honor to welcome you for a talk to begin our Cooperation, and set down plans for our working together.

I must say, this is a astounding view of Kara Research Station.
Having just arrived at docking bay Alpha 3-Right, my team and I were provided escort to the laboratories, and already we have begun setting up. I will be en route to your office shortly.
I must also request that all personal, unless under direct approval from both yourself and I, be requested to vacate the laboratories that we will be using. I trust this only with my team and those you specifically select, yourself included.
