As for non-Liberty factions, try VWA or LWB. They need more love. Alternatively Hessians and Sairs, but they're quite dead (too). Guess you've tried Outcasts already, so... how about Phantoms?

LR is kinda' dead, too. VWA isn't my style. Hessians are dead, Sairs are meh. q_q
