Nomad Indies in the Omicrons are merely encouragedto give an engagement notice. You don't need to sit around and have a conversation with the opposing party, that is just silly.
As for allowances for the cruiser, i'm going to give my thumbs down to it. I'll be honest on the matter, due to past experiences, I am not a fan of the Indie ID at all. Now, i'm not going to go out and look for the removal however. Despite my opinions, the ID is perhaps good to have, under the ID circumstances it currently has
That is what I believe, at least.
Edit: If you truely want to fly a cruiser, the K'Hara has been made open for a reason. There will be some expectations of you if you indeed try to join, although don't forget that, that is an option.
Personally, I have RPed with players on both my Nomad characters prior to engagement. Sometimes the encounter is 8 minutes, sometimes 3. The other indies I've grouped with have had a similiar practice. Infinite cloak is a huge help in that regard.
The matter of cruiser access is still somewhat unanswered. I'd like to see specific, candid and rational reasons why giving indies access to the Irra would sully overall Nomad/K'hara RP.

We all have different tastes. I prefer caps, with bombers coming in at a second. While the Nammu is esthetically pleasing (imo), It's less effective at taking out/seriously damaging cruisers and heavy transports. Having a cruiser at one's disposal would even the playing field a tad.

Eh. The Irra is incredibly large. It's slightly smaller than a Dunkirk. Without resorting to decloak "instas" you're unlikely to kill a smaller, kite-capable cruiser, and battleships are a complete no-go (the Osiris and Geb are both probably smaller than the Irra itself, while having massively more firepower). In fact, it's so large that it can't physically dodge cruiser or battleship missiles (or Novas, for that matter).
Indie nomads have more or less been just merely unpredictable nomad npcs that happen to give blue messages and angry russian private messages when they're killed. The fact that they're almost always on the receiving end of gank, and have to travel for a good quarter to half an hour from any friendly base to where they can actually hope to meet any players in a largely empty ZOI doesn't help the grudges and anger issues. Adding cruisers before fixing the other issues first will only throw fuel on the fire, since it's basically handing (another) player base that's predisposed towards substandard play and handing them a bigger gun.

Kind of painting with a broad brush, eh? Last time I checked, I wasn't Russian. The two other Nomad players I grouped with certainly had a good grasp of English.
I do agree that the flight from Nomad base to where the players are is too long. Not to mention Zeta being kind of a waste of space.
As far as giving substandard players bigger guns, the Irra doesn't exactly strike me as being an avatar of death (See Haste's description). If the results of my experiment at Discovery of Discovery applies to our Irras, their "mortar" is fixed on the nose of the vessel, so no offensive kiting and sniping on the run.
Considering its size, I'm kind of suprised it lacks a battlecruiser powercore. The Nammu and Marduk both use upper tier powercores. Go figure.
Summa summarum: If someone is PvP-oriented, they'll get frustrated and sell their cruiser after a couple of engagements. No overabundance of Irras plaguing the Omicrons. No biggy.
By the way, for all ideas regarding Omicrons rehaul you're free to post them here. Number of things said before around are already either scheduled to do or in progress now.
