Exactly! There should be some give in there somewhere, right? Why should such a neutral faction with such a big ZOI also have the benefit of such an amazing capship line, when that doesn't even necessarily suit their lore/RP? Honestly, I'd be happy letting Zoners keep their BSes if they actually had more in-game enemies, but that's not the case.

Maybe it's not that hard to have such a discussion. But when said faction rejects those said changes, or doesn't like all of them? Or what about when there are 2-3 different Official Factions and not all agree on the same changes? I can appreciate where the Devs may have wanted to avoid a little headache, especially if they'd anticipated the blowback they might get for such a a suggestion.
And, in the Zoner case, it wasn't about giving them new toys, per se, but changing their toys to fit who they are. Bad Analogy: You don't give a carpenter a welding mask and a tennis racket. You give him a hammer and nails.

You can give a Zoner a big BS because they have no in game enemies - they are harmless with it. It's like handing a hunting rifle to vegans.
Being a zoner is fundamentally boring unless you Rp, due to the very nature that you will barely ever fire upon anything, under any circumstances. Contrary to popular belief, the ID isn't too powertrad-y as 5k usage is balanced via restrictions.
Not everybody necessarily can fly Zoner properly and have fun. It's a very, very difficult faction to play with dignity.

I believe idea of making zoner caps SRP and/or official factions only was proposed at least few times before, but from various reasons wasn't introduced; now of course it doesn't matter anymore, with the biggest capitals turning into some sorts of liners and transports.

as long as he stops before no more nails can be put into the box, andi have to get out the superglue again.
when there are 2-3 factions, the response is: make up your minds, come to a concensus, you have 1 week. or we impose it on you. then, when the imposition is imposed (soory, bad choice of words, early in the morninghere), no-one can com,plain, cos they had the chance to speak out.
that said, most multi-factions have a elders council or something.
