Anyway, there is very little interest in the Hogosha faction in general. Very little applications, and ones we do get are.. well.. Let's say their english (or lack thereof) makes one doubt if they could understand how fragile the current diplomatic relationships are.
But yea, we've always had problems with activity because of this, but we're still official. By all means, if you wish to join, add me on skype and/or apply (and then add me on skype). I'd be glad to accept new members and fill you in on the diplomatic relations.
Oh and Lyth, dear. There is no non-piracy rule anymore since we had our ID changed. I merely ask my members not to target members of official factions we're friendly or friendly/neutral with, or ones that we shouldn't provoke because of their relations with others. I've always encouraged piracy (outside of Kusari borders, like in Okinawa)
And we do have hauling to fall back on, which we do quite often (when we're active, that is). Artifacts are an intricate part of our roleplay.
Additionally, we can "pirate" people inside Kusari if they're carrying illegal goods (as stated by the codex), thanks to my request for it.

Hogosha, translates literally as "guardian" or "protector", is known as a quasi-legal organization that promote the "welfare and prosperity of the Kusari people" and have an oddly symbiotic relationship with both the Kusari government and Samura. According with some rumors, they also do occasional dirty work for Samura and usually operates only in Kusari space and adjoining systems. They can not enter in Liberty, due to the presence of the Junkers, which are seen as their only real competitors within the Sirius Sector, and the only obstacle to expansion into the other houses. But the Hogosha have approached the Corsairs to assist them in their plan, although no concrete steps have been taken. So they can often be seen flying in particular in Sigma 19 where the Hogosha made a recent arrangement to purchase Artifacts directly from the Corsairs on the cruise ship Hawaii.
