**A static-filled video feed appears on the screen. After a few moments, the static clears.**
**Dozens of violent, gory images flash across the screen.**
**Eventually the shifting stops and focuses on a low-quality video of a dark room. In it, ten evidently Kusarian civilians are seen. Sharp glints of knives are seen across each of their necks. Behind them stand an equal number of silhouetted figures.**
**A distorted voice begins speaking over the background noise composed of the whimpering and praying of the civilians**
"The embargo ends, or we move to Shikoku. You do not decide what moves in or out of Kusari. We do."
**Moving down the line, the civilians necks are cut. Twitching uncontrollably for a moment, all eventually stop moving as a flood of crimson envelopes them. The cutting continues until all the heads are severed and thrown into a pile in the light.**
**The camera moves shakily, zooming up on the severed heads.**
**Abruptly, the video feed cuts out. In its place, an image.**
"Kusarians, you will make your government comply or you will burn. You have one week before motivation is provided."
Kazuya watched the communication for the entire length, he seemed shocked at what he saw, like he was watching something that he never expected to see.
Remaining speechless till the very end he slowly turned to an aid that sat beside him.
Can you believe that Jin? he stated with a gaze that betrayed his disbelief. The Xenos are asking us to flood Liberty with our Kusari made goods once again.
Oh how the times have changed, it never ceases to surprise me.
The aide nodded back to Kazuya, similarly amazed at what he just heard.
