Liberty Dred

I have a question, i would like to fly a Liberty Dred, but before i purchase it, id like to know if i need to register it with the proper factions or am i even able to purchase it ?

I have long flown in the Omicrons, never really given Liberty a go. I love to fly Cap ships and Roleplay them. Im aware they are big shooting targets , but that does not worry me . So any help here would be appreciated.
