I guess Thyr means the "IC could not finance big companies" part. Since OORP inactivity of IC, does not mean that they can't finance projects, since lore wise, IC is the biggest financier in all of Sirius (as far as I am aware of, correct me if I am wrong), and they can't be going bankrupt in just over a matter of days.

The stock values thing might be a realistic description of the situation (due to inactivity part), but I don't guess the "IC could not finance big companies" would be a more fitting way to describe IC, at least lore wise.
