Recently we had some report regarding builders in our space. As you already know, we do encourage personnal initiative
BUT building a base without proper request from the future owners is somewhat of an issue. As you already know
we can't keep track of all the corsairs who want to be "landlords" but we need to. For this reason, WE, The Brotherhood,
ask all Corsairs who want to build a base, to request permission from TBH. This "permit" is required for the following
corsairs core systems: Omicron Gamma, Omicron Theta, Omicron Lambda, Omicron Eta (south of minefield), Omicron 94, Omega 5,
Omega 41, Omega 47 and Omega 49. Also, No base is to be constructed in the vicinity of jumpholes, at least 10k, and other anomalies. Puerto del Sol
is an excemption from this.

Be aware that all corsairs facility that weren't approved might be targetted for destruction by The Brotherhood. We don't want
to be harsh but we can't lets everybody build a base anywhere in our space. For the system omicron 91, keep in mind that the system
is off boundary for any constructions. All independants corsairs are limited to the Prox Battleship. Beyond this point is prohibited
to any corsairs EXCLUDING the Suns who enforce the security of the system. To be clear, going beyond the Prox is at your own risk and
any bases that might be built in this system will be removed the way we see fit.

The bases request should follow the following procedure:

- Contact TBH command via proper channel (skype (contact Us or leave you communication channel name, in-space, private forum message)
-- Name of the owner(s)
-- State the location of the base to be build
-- The purpose of the base (trade facility, raid base, ship components factory)
-- factions allowed to dock
-- Contracted suppliers for the base required ressources (if applicable)
--- base construction must wait until reply for the deputy
