I am writing to request access for the Star Enterprises destroyer [Star]-Sleipnir to the Omicron-85 system. My request is for the purposes of studying the black hole.
Please note, while Sleipnir is a destroyer class vessel, she is fitted out as a research ship. Her weapons fit is aimed at defense against small craft, not geared toward fighting capital ships, and she is not armored beyond that needed for hostile environments (UAU 7), such as radiation hazards.
Our sole purpose is to study the gravitational and tidal phenomena of the black hole at close range.
If you wish, while deployed, Sleipnir can take readings for a set of hyperspace jump coordinates. Sleipnir is not capable of doing this on her own and would require fuelling (400 MOX or HFuel) to perform this activity. This service is offered in exchange for the research time, and could be performed in any of your systems. The fuel requirement would need to be supplied for each survey. If you would prefer that this not happen, all that is required is that no fuel be supplied as Sleipnir ~Cannot~ carry sufficient fuel to perform a survey in her own holds.

You have given us no reason to trust your people sufficiently to allow entrance into Maltese Core space. Passage through on conventional drives falls to us to decide, and the Council has agreed on a very simple "No" verdict.
Use of Jumpdrives as you claim to be using to jump directly to Omicron 85 is a matter you must take up with the 101st guard, although we imagine they'll be more curious as to what you know about the astrographical features of the system, as information on 85 is generally kept secret.
Put simply; if you approach, you'll be turned away. If you attempt to enter anyway, you will be fired upon. If you jump, you will be destroyed, unless you manage to secure passage via the Ghosts. Your fate in the matter is with them.
I regret that our original communique was less than precise. We have no intention of jumping or otherwise entering your space without your explicit and express permissions.
Our original offer of surveys was by means of a way of payment, nothing more. Sleipnir is not a jump capable craft, and no other vessel of ours would be accompanying her.
In the hopes that we might convince the Council of our legitimate intentions, I ask if there is there some way that we might gain your collective trust?
