To the Arbiter of the Junker Congress;

Nine months ago, I explicitly warned you and your organization about the consistent criminal activity that had been uncovered. For over a half year prior, repeated violations of the Laws of Liberty had occurred. It was staggering, and far from accidental or sporadic.

Your Arbiter Emeritus responded, eventually being convinced to agree to our terms and pay the fine. The severe fine and warning that any future affront to the Government or its laws would incur the full wrath of its legislative system was deemed sufficient.

However, our warning was not heeded; findings indicate that illegal doings by the Congress have persisted. Most recently, you saw fit to not only maintain questionable installations at the door of Liberty House Space, but utilize these outposts to engage the Armed Forces of Liberty, as well as harbor known criminals and illegal wares, including but not limited to the narcotic Cardamine.

Dare I say that we are not incredibly surprised?

Now yes, I may be rambling on about something everyone, especially yourself, already knows. This serves a point, though. Members of the Congress have claimed to respect Liberty along with her forces and laws, but this ongoing behavior clearly demonstrates the opposite. What's more is that they then demand to be respected. We'll afford you the basic courtesies of the law, but respect needs to be earned, especially when trust has been so repeatedly broken.

Like last time, plenty evidence is available to back this message up, should you wish to waste your own time (see below) by asking. I'm sure you're already well aware of what we're talking about, though. Additionally, the spot inspection by the Security Force was in line with what I told mister Crow.

Within seventy-two (72) hours, no matter any arguments, the following must be agreed to and/or carried out by the Junker Congress:

- Send 482,000,000 SC to Ferris.Dufresne as a fine
- All Congress owned facilities within the domain of the Laws of Liberty must allow Liberty Primary Forces vessels ( [LN], =LSF=, LPI- ) to dock for inspection at any time.
- All Congress vessels within the domain of the Laws of Liberty are prohibited from equipping or using cloaking devices for a period no less than three months to a period of no more than six months, provided good behavior and compliance with the Laws of Liberty has become a precedent
- All Congress vessels within the domain of the Laws of Liberty are allowed to continue utilizing docking modules, but they must permit Liberty Primary Forces to dock for spot inspections should they deem that to be necessary
- Furthermore, spot checks may be made on Congress ships at any time to ensure compliance.
- Publicly apologize to the governments and people of Liberty, Bretonia, and the Colonial Republic for violating the basic principles of trust and for being a vendor of the most vile illicit drug known to mankind
- Publicly denounce the Outcasts and cardamine

Members of the Congress known as Matster, Wasp, and Highway to Heaven, plus the administrators of your installations which fired upon Liberty Forces, must each carry out the following within the one week (168 hours):

- Transmit individual apologies to the Liberty Forces, and specifically to the personnel to who they shot at
- Pay individual fines of 7,500,000 SC - consider it a generous offer as bail from Sugarland Prison - to LPI-Rikers
- Complete community service shipments of ten thousand (10,000) units of Luxury Food to the Faces of Cardamine Charity on Planet Pittsburgh. Evidence submittable en masse once complete.

If a sensible reason for delay is presented, a twenty-four (24) hour extension may be granted to either set above, but cannot be issued within the last twelve (12) hours of the original deadline.

Call us a harsh bunch, yet this is no situation to be taken lightly. Some partisan lawmakers were interested doing more, but let's stick with this ... for now. With luck, we'll finally get the point across; cease all illegal activity. It's not so hard for the majority of people within Liberty.

Failure to comply with all of those demands and rectify not only your status, but your general attitude as well whilst conducting yourself within Liberty Space will result in the most severe punishment. Consider the Congress on an indefinite probation. This is your last warning.

We very clearly warned you that failure to comply within the allotted timeperiod would result in serious consequences. Instead of responding rationally, you hurl meaningless accusations at us. The attack on a Liberty Armed Forces Primary Fleet member is considered to be an act of war.

However, The Republic of Liberty government was founded to guarantee the rights and freedoms of the citizens of Liberty and any persons within our borders. The freedoms the Liberty government protects are sacrosanct. The right to an impartial trial is one of the fundamental rights of our citizenry. After long deliberations the Liberty Government has decided to not only release the relevant evidence but also to prosecute this case in a public setting. We welcome the opportunity to show not just the citizens of Liberty but of all Sirius that the Republic of Liberty Government respects and upholds the principles it was founded on.

As this is the case we have filed the relevant paperwork with the Republic of Liberty District Court to open formal charges against the Junker Congress. This trial will be overseen by Chief Justice Reynold Stark and the Supreme Court. This trial will be open to the public and is likely to draw the attentions of the Sirian News Services.

We intend to show all of Sirius the malicious actions of the Congress.

You are hereby served with a Formal Summons to appear on February 19th at the Planet Manhattan District Court to answer the aforementioned charges.

We have filed a tracking warrant to monitor Congress activity in Liberty until a verdict has been reached in this trial. As per the terms of the warrant Liberty Security Force Agents placed covert tracking devices on all Junker Congress assets within Liberty without prior notification. These trackers will allow Liberty forces to monitor all activity. Any further violations of Liberty law will be dealt with most severely.

I'm am including in this transmission all the evidence obtained by The Republic of Liberty relating to these charges. In addition, all charges related to Section I, Article III, that are indeed provided with comprehensive evidence, will be addressed thoroughly. However, in lieu of any substantiate [explicitly damning] evidence, such accusations would not be legally suitable as an exposition, or grounds for the Junker Congress to be forced to indemnify any parties involved.

All involved parties shall note that: Vessels that are not specifically Lawful Officers of Liberty have not been granted clearance within the Puerto Rico system, including specifically so-called 'independent contractors'.
Clearance for such vessels has never been requested, asked for, nor approved. Violation of the said locale by unconfirmed vessels is explicitly detailed as a hostile act of war in respect to both Liberty and Junker law/policy regarding restricted 'airspaces'.

Therefore, noted evidence will be regarded in addition to the accusations of collusion with unverified and illegal contractors within the locale of Puerto Rico -- that would imply that defending vessels acted within their rights. All claims of hostile actions shall be followed by a comprehensive assessment of the 'aggressor(s)' and 'victim(s)' operations and actions.

As we have no record of your law firm in our database we require that within 24 hours you submit to the Republic of Liberty District Court the name, title, and qualifications (including an up to date Curriculum Vitae) of any legal representative appearing at trial. Furthermore you are required to submit all contact information for your firm and provide notarized documentation confirming your representation of the Junker Congress in this matter within 24 hours.

My tolerance with the Congress is wearing thin. Your continued disrespect for our laws is baffling. Even when faced with a legal battle that will determine your future within Liberty we have received reports that one of your pilots, .:j:.Terra.Nullius , in flagrant violation of Liberty Laws was flying a ship class banned in Liberty. This pilot was flying a Z-8550 "Pitbull" Pirate Train a vessel that is illegal under Section Three, Article Three of the Laws of Liberty

III. Transport ships.

The transport models of the Colossus Rheinland Train, Behemoth Medium Transport, Uruz Container Transport, Pirate Train and Pirate Transport are not permitted within the House of Liberty. The ALG mover and all other transport class ships of Sirian origin are permitted.

Exceptions: ALG vessels with correct transponder and idenfication papers are permitted to pilot the Colossus Rheinland Train, Behemoth Medium Transport and Uruz Container Transport within Liberty. Synth Foods vessels operation under the Synth| tag are also permitted use of the Behemoth Medium Transport. The vessels "Dumpster.Diver" and "Skip.Raider" are permitted to operate Pirate Transports within the system of Liberty.

Until most recently, the 'Pirate Train' has been the largest cargo-carrying ship we have been able to service and maintain. While considered 'illegal for operation within Liberty', it has been recognized as a harmless, efficient, and therefore legalized transport [for use by Junkers] within the Houses of Bretonia and Rheinland. As such it has been implemented heavily within these locales, in order to provide the most capable service possible. Congressmen who do operate within Liberty however, are expected to observe its laws and act accordingly.

Thankfully, the graciousness of Houses such as Liberty has allowed us to just recently begin facilitating the use of equally large, and much more legal transport vessels of such magnitude. This of course, greatly eases our burden regarding the transport of goods.
Thusly, the Junker Congress is making great efforts to refit and upgrade its merchant fleet -- however as we all know, such things take time.

In this specific case, the Pilot and Vessel in question are both of Bretonian decent, and had been operating there exclusively. His mistake of crossing into Liberty space before refitting the vessel was undoubtedly a serious one, but was indeed just that -an error of judgement-, made with an empty cargo hold in a ship on its way to being refitted, and not at all intended to be an inciting or derogatory action.

This is no excuse for law-breaking behaviours, of course. We simply wish to elucidate the situation pertaining to, and the manner in which this instance has occurred. Thusly, all fines and evidence has been made promptly available to the Liberty Government, and we have hastened our efforts to refit our foreign merchants in order to be compliant within Liberty Law.

'evidence of a vessel making a commodity transaction with a vendor of the Station in question'
'evidence of a vessel making a credit transaction with a vendor of the Station in question'
and therefore, 'any evidence of a vessel acting within a capacity of transaction with the Station in question'
-- meaning literally that said vessel is plausible to have made both arrival and departure of said Station with its previously held cargo intact throughout.

Gun-camera records detailing the final incursion of Liberty Security Forces ships into Puerto Rico

LSF ships proceed hastily, yet vocally, at their 'work'; with little regard or pause for the inquiries of Junker Congressmen in the area. The classification of 'instigatory behaviour' might certainly fall within this definition, and as a noteworthy precursor to later 'hostilities'.

It has been duly noted that remarkable inconsistencies do exist between the 'amount of off-loaded Cardamine' as mentioned by the LSF Officer within this guncam-video, and then later mentioned in the LSF Officer's Official Report [Exhibit B; previously submitted as :: Prosecution Document 3a], to the score of approximately 5,000 units (30,000 units, and 25,000 units, respectively).
The Defense does not wish to hypothesize on the existence, or whereabouts, of said missing units at this time.
However it is noteworthy that inconsistencies within this Officer's bookkeeping, transaction logs, or official reporting must therefore exist -- and cast doubts upon the validity of said assertions.

A Liberty Navy Officer's Report [previously submitted as :: Prosecution Document 5a] detailing the interception and scanning of Junker Congress ships (referred to unceremoniously as 'vermin') that were attempting to navigate Magellan in an effort to respect the ongoing blockade.

Said report details the twice-fold interception, stopping, and scanning of Junker Congress ships attempting to navigate Magellan. Within both sequences, Gallic Royal Navy vessels are sighted within the local area and largely ignored, yet all Congress ships in question are cleared as within legal operation by the Liberty Navy Officer present.
The report culminates with the Navy Officer's hasty retreat from the area, indicating specifically that she had 'distracted Gallic forces until the Congress did not matter anymore', and then concludes with the subjective observation that "Gallic interest in Junker activity must indicate they are up to no good.", despite common knowledge of hostile GRN - LN/Junker standing.

Gun-camera Records should further extrapolate the Liberty Navy Officer's report, however, do not corroborate the same reality.

Records show that within both sequences, Congress vessels are indeed ordered (and compliant) to stop and scan procedures. Gallic Royal Navy forces are repeatedly evident in the area, but remain undisturbed. In the second rendezvous, the Officer in question is accompanied by other Liberty forces including capital-ship class vessels. After the repeated halting of alternating Congress vessels laden with legal cargo, Junker Congressmen express concern as to the growing presence of GRN ships; yet even when said hostiles approach within a mere 500 meters of both Liberty Navy and Junker vessels, Officers remain unconcerned.
At the culmination of this occurrence, the aforementioned Officer orders surrounding Liberty forces to retreat, leaving the Junkers within the midst (<1 km) of hostile Gallic Forces, despite the recent proclamation and pledges made detailed within Exhibit A

Evidence regarding the 'illicit' usage of "independent contractors" and likewise techniques, that are validated and verified by the LSF to be of their own implementation; located within this Junker Report detailing concerns in regards to LSF methodology

Further informations continue to consistently provide both extensive and convoluted accounts of subterfuge, and other reminiscent proficiencies, that are associated directly with ongoing efforts of the Liberty Security Forces. Inconsistencies in the behaviours of their [Libertonian] counterparts, whom otherwise represent stable and respectable organizations, are present distinctly when operating in collusion with LSF operatives.
Most hauntingly, the discernible chicanery and duplicity of said detachments are often within solidarity of the goals and aspirations of the Kingdom of Gallia.
