Lemur has been sanctioned for:

Server Rule 6. Following actions are considered cheating on server:
Using non-Discovery mods, as well as using modifications that improve stats of items and ships.
Changing account information and using any kinds of software that changes normal gameplay.

Consequences: Editing or removing game files in order to make your Barge unbumpable is unacceptable. All your ships are permanently lost to you. Cheat again, and you are banned.

I admit the sin. I against of cheating in any online games.
In this case it was the only way to fix the original physical game bug only, i didn't pursue other purposes.

Good. You won't be banned in the future then. Cheating under ANY circumstances is a one way ticket out. Play like how the others around you do. It's not all that bad.

Admins do not have the time to randomly trawl everything looking for a sanction, we work from reports. Feel free to report any other barge users that may be cheating by altering files.

There are also a number of sayings that spring to mind, "two wrongs do not make a right", "taking responsibility for your own actions" and "integrity is doing what is right even when no one is looking".

And in passing this was a non-tagged ship so not sure why "as faction leader" applies.
