I am the commanding officer of the SV-Atreyu a Corvo Class research ship. As part of the ongoing research that is conducted aboard my ship by scientists of various specialties there is at times is a requirement for human organs in order to test the effects of various natural and man made deep space anomalies on the human body. Often the effects of these anomalies are completely unknown and too dangerous to expose on living humans. In such cases it would be beneficial to use donated human organs from Atka Research station in Sigma-17. The maximum quantity of donated organs that would be needed on the vessel is five units, however, our ship would normally only carry one.
Until today I have carried one unit of human organs that was donated by the recently deceased Mr. Losen. Mr. Losen has been a long contributor to the scientific community and even after his death provided a great gift. Sadly Mr. Losen's organs (1 unit) were deemed contraband by an officer of the LPI and were taken from my custody. In addition to the loss of Mr. Losen's gift a fine of $2,000,000 was levied which has greatly diminished the research capabilities of my vessel.
It is for this reason that I officially petition the Liberty Navy for a permit to carry no more than 5 units of donated human organs for the purposes of scientific research.

Let me start off by clarifying that the free carrying of Human Organs is not allowed within the republic of Liberty without a special permit, and the commodity itself considered contraband for a long time by the Republic of Liberty, mainly due to their high possibility of smuggling and situations surrounding that. I believe that your misinformation may have lead you to breaking that certain law, so I will attach a copy of the Laws of Liberty in the end of this message.
So, after taking in consideration your request for a special permit, there are a couple of things that would need to be clarified first.
Firstly, We would like to have a visual evidence of your ID registration followed by the IFF transponder signal of your vessel, to make sure of your affiliation.
The second requirement would be visual evidence of at least Neutral standing with the LN, LPI and the LSF.
Last but not least, we need a clarification as to why is this research taking place in Liberty space, and why does that commodity have to be moved through or possessed specifically within the Republic of Liberty.
Upon providing us with the required information, your application for a special permit will be reconsidered.

Thank you for your expedient reply to my request and I hope that this communication answers all of your questions. My vessel is currently conducting research into various man made and natural anomalies. In order to test the effects of these anomalies we need living human organs to document any damage, genetic changes, or possible positive effects of these anomalies. We currently acquire Human Organs from Atka Research Station in the Sigma-17 systems because they are fully vetted as organs that were willingly donated to science.
My ship passes through Liberty space quite often when traveling to the various research stations around Sirius (including Willard) and the organs need to be maintained in a controlled environment or it could cause the experiments to fail. The best way to do this is to keep them in the laboratory on board this vessel where they can be monitored by trained scientists.

Your request for a license was considered and personally it seems promising to me. Now that those details have been sorted out, we require some final information on your activities in Liberty.
Ideally a six-month permit would be given out, but the command would like to have some more information as to how long will this research project be conducted. That would be necessary to determine the longevity of the license. Another thing to include is common route(s) that you would be taking in liberty, so that we are aware of your exact operating areas.
Once that information has been given, the command should have a decision.

Please send the High Command our deepest appreciation from myself and from the researchers aboard my vessel. You are all helping to make great strides in our understanding of the universe and ourselves.
A six month permit should be more than sufficient to complete this stage of our research unless there is some major set back, which at this time we do not anticipate at all.
Our primary route will be from Ames Research station to Willard Research station with frequent stops at Manhattan to consult with scientist based on the planet. We will also travel to the Texas system to study the effects of the radiation in Pequena/Grande Negra and within the West Dallas debris field.

Now that the last of these details has been cleared out, command came up with a decision.
Fortunately for you these routes are frequently patrolled, so any emergency services will be capable of arriving at record time. However caution should be paid at the Pequena/Grande Negra and the West Dallas debris field in the Texas system. These areas are considered to be dangerous, so I recommend not going there unescorted, and do call for help at the smallest suspicion.
Another requirement is that your vessel and operation shall be open to inspection/scans by Liberty forces at any given time.
By the command's decision you are given authorization for a Six month permit to carry limited quantities of human organs.

Thank you very much for your prompt decision! We shall begin work immediately so that we can meet the six month deadline that is required. I appreciate your concern regarding the dangerous areas within the Texas system. Since my vessel has spent much of it's time in the deep Omicrons I can assure you we are no strangers to danger and I do not anticipate any issues. Should we encounter any hostilities though we will immediately inform the nearest Navy or Police vessel.
