Guten Tag, Sehr geehrte members of Daumann Heavy Construction board. My name is Laura Caspers and I was authorized by the Rheinland Government to contact you regarding certain issues. However, before I start, I want to stress that the content of this message is considered as classified because it´s release to public could cause massive unrest on planet Nuremberg. Thus you are bound to take all measures necessary to prevent any information leaks.

Now to the issues. Rheinland goverment would like to ask your corporation for help with problem which is slowly starting to threaten population on mentioned planet. As you may know, the disaster struck Munich system some time ago and main result was creation of irradiated murk which now surrounds the system. Unfortunately, studies and calculations show that the dark matter cloud is getting larger over the time and it´s also approaching towards the planet. According to scientists there is real danger that the whole planet will end surrounded by the dark matter what will effectively cut it off from outside world because majority of ships won´t be even able to survive the flight through the cloud. Combined with another very probable effect of total change of planet climate due to loss of sunlight, which will render the Nuremberg uninhabitable, the result could be total annihilation of entire population.

For this reason, government started to prepare plan of Nuremberg Relocation Program - Operation NuReP. It´s goal is gradual relocation of population to another planets in Rheinland, thus there will be need for quick construction of temporary shelters because it will not be possible to build enough new proper houses in time - we are talking hier about relocation of more than 300 million of people over quite short period of time. And this is where we see first possible role of your corporation. You are number one in construction and we need some quick-to-build camps consisting mainly from container houses and similar structures, which will be easy to build in massive numbers but in same time durable enough to serve for several years. They will be constructed as inconspicuously as possible on planets Hamburg, New Berlin and Stuttgart. Exact locations will be provided once we agree on deal and terms, all costs will be of course paid by government. We are quite sure this will not be difficult task for your corporation, but resources such as manpower and machines have to be assigned to it, and it needs to be started very soon. Almost immediately actually. So, is Daumann Heavy Construction capable and ready to accept this important task for the Rheinland and its people? Can the government count on you?

But there is another issue. I mentioned inhabitable planets under control of government, but there is another one which is actually the closest to the Nuremberg. I think you guessed already, ja, I mean Holstein. Government is aware it is property of Daumann Heavy Construction, however we would like to know if your corporation would be willing to include it to Operation NuReP. Government would of course pay your corporation for land used for accommodation camps and we are also open for negotiations about another forms of support such as tax reliefs for industry on Holstein or subsidies for employment of newcomers from Nuremberg.

Secretary Caspers, let's be realistic.

It's technically impossible to evacuate 300 million people "in short period of time." Assuming we speak about months here, we can evacuate few million at best, and even that will require titanic effort.

Once that unconvenient truth is accepted as a fact, this creates basis for further discussion. I will answer your questions now. Yes, we are ready to participate in the program. Yes, under our own conditions, we are ready to include Holstein too. Yes, this project will require significant effort.

Yes, it will cost.

The mentioned short period of time means at least years, maybe even more than ten years. That´s not "short period of time" by itself, but it definitely is when we speak about such amount of people to be moved. Best Rheinland scientists still work on predictions and simulations so the exact time frame is still not known, but when the most pesimistic scenario says we have less than two years, the medium one is talking about at least five years and the optimistic is operating with 10-15 years.

Also, government is aware that even in this time frame, relocation of such amount of people would be incredibly difficult, if not impossible. But if we, despite our maximum effort, won´t be able to save all the people, no one can blame us. But we simply have to try to save as much Rheinland citizens as possible.

Anyway, government is really glad to hear your corporation is ready to play key role in this historical rescue operation, especially when you will provide space on Planet Holstein. However we would like to know mentioned your own conditions.

Unfortunately time is running quickly for us. For this reason, we want to ask you to start building the mentioned camps on planets New Berlin, Hamburg and Stuttgart immediately, so the relocation may start. Exact locations will be sent via more secured channel.

Secretary Caspers, for now we prepared very basic housing for some 120 000 refugees on some of Holstein's platforms. Planet will serve as a stop point between Nuremberg and refugee centers deeper in Rheinland. We are ready to start construction of refugee centers on New Berlin, Stuttgart and Hamburg, if we are provided with land and funds for that, either by the federal government, or by local governments.

I also must voice my doubt the federal budget can provide enough funds to help all these people. Perhaps Sirius-wide fundraising could help? For the Rheinlandic poor, officially. And the victims of war in Bretonia. Everybody always feels sorry for the poor victims...

Government is glad to hear that housing on Holstein is ready. Also, the land and basic funds for construction of refugee centers on planets New Berlin, Stuttgart and Hamburg was provided as requested. As far as I am informed, construction goes well and fast and they can start accepting first refugees within less than a month.

Regarding your doubts - I fully understand them. Government is working on on these issues. However we must try to save as much people as possible.

To help this, we would like to add one more construction site - on the Hammersee moon in Sigma-15 system, which was recently added to Rheinland territory. The conditions are far from comfortable on this volcanic piece of rock, but the few lakes and small seas can be easily desalinated due to their low salt content, and mainly there is enough oxygen in the atmosphere to support human life. I bet people from Nuremberg will rather choose to temporary live in harsh conditions than slowly dying on the Nuremberg.

Exact locations picked for refugee camps will be again sent via more secured channel, basic funding is ready as well, so your corporation can start construction immediately. It is rushed project, of course, but we must try as much as we can. Rheinland citizens rely on the government, and the government rely on you. We believe firmly you can do it.

Secretary Caspers,

we're ready to begin refugee transition to Frankfurt and to some extent to Berlin. However, not all deadlines were met; we're working to ensure harassment, especially from Bundschuh parties in Munich and Frankfurt, has a lesser impact than so far it did have. Security could improve significantly, if the Military dispatched additional forces for escort - but until that happens offworld transportation is not used at its full capacity, which is regrettable.

Hammersee is another problem. It is a new, recently discovered system, without estabilished firm lawful presence yet. Construction of housing facilities in such circumstances may prove difficult; especially in the light of GMG's claim to it. We don't want another 80-Years War, do we?
