My question is this:
If I see a smuggler, inform them of the fact that I am a duly registered bounty hunter with the Liberty Bounty Board, tell them why I am going to be attacking them, and they drop the cargo and I tractor it in, does this count as piracy under the rules as written?

Yeah, I was mostly making a joke. As far as I'm aware there's nothing against "piracy via bounty-board" at all or there wouldn't be so many indies and factions who do it.

If he drop it/offer to do it himself, it´s fine I think. You just can´t ask him directly or indirectly to drop it, then it would be piracy.

On a ragebreak. Or ragequit. Time will tell.

If you're taking the cargo/credits in exchange for not attacking him, then that's against the rules (i.e., give me that cargo or else I'm collecting the bounty). If they just give you the cargo without you saying anything about them dropping it/giving it to you, I don't think that would have anything to do with the bounty and I'd just continue with collecting it as normal

V. Obstructing the course of justice.

Back to the bounty-board informations - If You are registered as bounty Hunter within Liberty House space, then while You facing an Smuggler,
You have right to destroy his ship due blank bounty yet the cargo should be collected by Law representative.

Freelancer to my knowledge can accept bounties that outline you need to pirate the target too, u know.
