Hello,
My name is Shaun McAnderson, Squadron Leader of Deep Space Engineering's Security Division piloting the gunboat 'DSE)M-10.Wolverine' from the Manhattan to Ft. Bush tradelane heading toward Rochester base.
I was on a sortie when I noticed a Bison flown by an OS&C representative under the vessel callsign 'SPS)Misfit's.Grave from the Manhattan to Ft. Bush tradelane to Rochester base and breaching section IV in the laws of Liberty pertaining the method in which passenger transport in a vessel not specializing in this role. I attempted to hail the vessel however it continued without reply and docked upon the Junker base, Rochester.
These are the Wolverine's flight recording data, upon which you can clearly see the capacity of passengers well exceeds the limit set in the legislation of Human Transport.

This is defined as the crowding of people into a ship not designed for such tasks. The carrying of more than 650 passengers, VIPs, delegates, or any other classification of people in any ship not listed here is to be considered unlawful. Officers may demand that said people be dropped off at the nearest station or transferred to their own vessel as well as demand a fine.
Liners and Yachts (minus the "Pilgrim" liner which is deemed improper for Human Cargo) and Armored Transports are exempt from the passenger limit regulations as they are designed to carry human cargo.
