I have someone i need to make him pay back for some ruined business, but im still quite new to the server, and im still not used to all this Roleplay thing everywhere.
Can you kindly explain me how bounties work and if there is any restriction from lawful and unlawful? My character is a BMM. The target is a police.

try to ask the BMM tagged in game.
for your target, it's probably a freelancer with a police affiliation, not an official!

Not quite, official factions are the only ones who can do blanket bounties. This means placing a bounty on another faction as a whole, rather than a specific individual or person.
Anyone can set up a bounty, as long as it covers a single person, or a few specific people as part of a faction.
For example, say my day is ruined by [Pi-Rat]Stephen and [Pi-Rat]Harrison because they blew up my transport and took all of my shiny cargo. I can then turn around and place a bounty on both [Pi-Rat]Stephen and [Pi-Rat]Harrison, because they were directly involved in ruining my day. I could not however, place a bounty on all [Pi-Rat] players because I am not part of an official faction.
Another example: Roberts pirates me for all of my cargo. Since I'd rather live than be blown to bits, I fork over the goods, but now I'm left with a bad taste in my mouth. I may then summarily place a bounty upon the pirate Roberts for swindling me out of my hard earned load.
Keep in mind, bounties must pay a minimum of 1,000,000 credits, with no upper limit. You can have it be a one-time kill, two-time, or even five or unlimited amount of times. With individual bounties though, the higher the amount of credits you offer, the more likely you're going to have someone take up the contract killing.
You'll likely not like the answer, but: individual bounties are a waste of your effort and time. No one hunts individual bounties any more today. Not even blanket bounties of factions are hunted much any more. If you are not willing to offer something like 10-20 million per kill, I am pretty sure no bounty hunters will sign up for your bounty and it is very unliikely that they will catch that single ship you marked for destruction. The ship can also just be renamed, and you will never even hit him. Therefore... I would advise against using bounties.
So, as i have seen, my character has the BMM ID, but im not registered in the official faction, does that mean that i can still make a individual bounty on my own?
Also, is this an unlawful action? Because being with the BMM right now allows me to avoid getting shot by the IMG, Daumann and Krueger.
